I do agree that we...probably shouldn't use his movement speed to determine his action speed, in this case.
If not, he'd be FASTER THAN BELIAL.
But, I've always judged Tales of... characters action speed by their movespeed, so unless someone can come up with something...
I can come up with three versions of a single argument: 1) Isn't it flawed thinking to give precedence to an old rule when clearly it is incorrect?
Either discard the rule entirely or run him faster than Belial. A compromise only blends two distinctly different scenarios together into a zombie that incidentally is closer to one of the original hypotheses.
2) Action speed is not movement speed.
3) (This one is a bit on the edge, but I thought I'd include it since I do a lot of self-GMing for tabletop rpgs.) If one's conscience cringes at enforcing a rule, it is probably time to review the rule for tweaking or if that fails, discarding it.
