As one of God's Ten Wise Men, Decus has faced far worse odds than some ridiculous-looking water tiger. While Spicule's damage is less potent against Suicune than other opponents, Decus has his amazingly fast physical, which can stun of course, to rely on. That, combined with his high evasion and health, even the great and Legendary Pokemon has no chance to survive.
