Yay Star Ocean original topic!  For those of us who are poor and can't get the remake!

Levels are taken at 61.  This was the level Ratix achieved after completing the Seven Star Ruins.  Endgame after beating Jie Revorse is probably closer to 40-50, but by that point, most characters don't have the SP to max out all their skills.  

For all characters, the stat boosting skills (Biology for HP, Kitchen Knife for STR, etc.) are considered maxed.  Battle skills are not assumed to have any levels in them at all, with the exception of the School Skills that relate to each fighter's (anyone except Milly, Ronixis, or Joshua) technique style.  If you don't assume these (it's impossible to get the ultimate techs without leveling these up to at least 7), then add 4 MP to the cost of each skill.  

All unique equipment is allowed (despite the pain in the ass it is to make it at points).  Item Creation, henceforth known as IC (Smithing, Customizing, etc.) is allowed in full - this mostly applies to helmets, which means everyone uses the Dream Crown for a helmet.  The Dream Crown isn't too hard to make, thankfully - if you don't allow this, I'll post the other options in the equipment section below (a significant drop in effectiveness for everyone but Perisie).  All equipment is otherwise allowed.  There are a few equipment considerations to take into account:
 
Mithril Mesh: Usable by 9 characters.  Two of those characters are Ashlay and Cius, so effectively, 8 characters.  You can find 3 in chests, and win an additional 5 via arena battling with "mage" characters (Milly, Ronixis, Perisie, Marvel, Joshua).  As such, it is quite possible to have enough for the entire party to equip, and in-game, it has uses (only armour in the game that protects against the water element).  I have not assumed this below, but it is a definite assumption for Ronixis if you allow it, whose armour sucks >_>

Star Guards: Usable by every character in the game.  You can win one for finishing the arena for each character, as well as find 2 in the game (1 in Seven Star Ruins, 1 in Revorse Tower).  These are the only shields that can be equipped by non-Ratix/Fear characters.  Again, I have not assumed them, but they are definitely something that the cast would like (it's a defense loss for Fear and Ratix, but does give a small evade boost - barely matters for them overall, but does for the rest of the cast).

Dwarven Mail and Reflex (as well as the Dwarven Helm, but see the above note for helmets): Usable by 4 characters, two of which are Ashlay and Cius.  And wouldn't you know it, there's exactly 3 in the game!  The Dwarven Mail isn't particularly exceptional, though the Reflex is.  Again, not assumed, but an option if you allow them.

I will note the Seven Star equipment below with an asterisk (*).  I do not assume it in defaults, but it's there if you allow it.

Ratix has an unique accessory denoted below.  They can either be made by Milly, or given to her in a PA.  It is repeatable, and therefore easy to get 2 of.  I assumed both are equipped on him.  Otherwise, accessories included are initial or unique only.  If you do allow other accessories (like I do), keep in mind that nearly all of them are IC'able.

All other equipment is easily storebought, found in large quantities for everyone, unique, or IC'able.  Default equipment is bolded below in the lists.  I have left out some odd elements (void, assist), as they have impact only in games with screwed up element systems (like Star Ocean and the older Persona games >_>).

For all attacks, I assume every hit connects, with exceptions noted.  

Star Ocean has lots of bugs and oddities that don't make much sense.  Here is a list of some extra notes that I have no idea how to fit in anywhere else:
- All bosses are vulnerable to status effects (poison, instant death, silence)
- All bosses are vulnerable to stat-down effects attached to weapons or techs, but are immune to the spell-based ones
- Elemental affinities on armours (i.e., resistances, nullifications, and absorptions) are...weird.  I believe they work like the status blockers, in that they have a 70% chance to resist, null, etc.  This mostly holds true, but some pieces of equipment don't follow this "rule".  I will attempt to clarify this at some point - for now, things are listed assuming Tri-Ace programming makes sense
- An attack that does not have an element attached to it will take the element of the equipped weapon.  An attack with an already-assigned element will have that innate element override the currently-equipped weapons' element
- All status effects are permanent except for the immobilization effect on Marvel's Seal Crystal, which lasts for 20 seconds
- It is, to the best of my knowledge, impossible to test the Death affinity of equipment, as no enemy in the game uses it; the Dream Crown should provide immunity to it based on the other information I have, but there is no way to test this
- Similarly, a lot of characters have weapons with a Death affinity to them; to the best of my knowledge, these do nothing special
