I can't remember if Ilia was particularly speedy, or if Chester was really slow at close range... Still, I'm thinking their damage is comparable, both 3HKO and Chester goes first is my kneejerk.

Vitali (Soul Nomad & The World Eaters) vs Olan Durai (Final Fantasy Tactics) - Galaxy Stop's 'Don't Move' status really screws over Vitali's chances of rushing for his Limit, which is just healing+buffing anyway. What basically occurs here is a buffing war of epic proportions. Olan's busy buffing his PA by 1, while Vitali is using his limited shots of insane DEF/RES stackable N1 buffs. Vitali's damage is only slightly better than Olan's, but Olan will be tinking against even one of Vitali's buffs. Without movement, Vitali gets his heal/buff limit on turn... 5? I think. His buffs only last 3 turns, so Olan can get a decent hit on turn 4 before the insane buffing starts again... I think I can break this down. Vitali has a 5HKO against average. Olan has a 5.5HKO against average. Olan obviously goes first.

Vitali - Can't move, so can't burn through any Stamina.
Olan - He can attack, but it would just trigger a counter and probably do practically no damage against the DEF buff. Uses Accumulate.
