Meru might well beat Ursula and Gale if I was overrating their durability though (Well, Ursula might be able to Sleep->Death x2).
Ursula lacks Sleep. Scias is the Sleep user.
Right. Hmm, then that one comes down solely to how much I'd factor in Dragoon L4's. They do at least have 3 arguable limitations, which is probably enough for partial factor them out somewhat. Shouldn't matter for Gale, since even at the lowest average Meru is at best likely just misses the 2HKO, but probably means I'll abstain on Ursula.
But I'm convinced on Meru vs Tengaar. There's a win!
