Mr. Burns vs. The Joker - This is the finals for the most evil people out there?  Pffft.  The Joker hatched up some crazy plot that failed brutally.  How you ask?  Simple.  CONVICTS.  Yes, the Joker's evil plan got stopped when some convicts had more of a conscience that he thought they would.  Oh yeah, the ONLY reason Joker got that far was because Batman is a pussy who refuses to kill.  Mr Burns hasn't really killed anyone, but he never tries it.  If he did I'm sure he would succeed far better.  (Oh and the Dark Knight sucked and the Simpsons didn't.)

Dr. Frankenfurter vs. Simon Cowell - Simon isn't evil, he is realistic... which is a good thing.  Dr Frankenfurter is just scary to look at, which wins this.
