Aerial Draconic Opponents are USUALLY things Venusaur absolutely despises given the nature of his attacks and their resistances, but that doesn't really apply here despite his opponent fitting that exact description!  Venusaur's strategy is simple; Sleep Powder, Leech Seed, never attack directly to avoid counters until Jill is at low health, then fire off one big finishing move that punishes her low resistance.  And should he get a free turn while she's asleep, he can even just attack outright without fear of the well known Fire Emblem Counters!  Yes, another easy win for the original Grass Starter.
