I wish I had BoF1 evade tested. It does matter, even though I didn't really think about it until today, and Karn is dodgy enough for a BoF1 character. For now I'm kneejerking him in the 25-30% range.

Karn vs Starky: Starky should have a 2HKO here, yay average mostly-physical damage against Karn. I guess Karn might be evasive enough to dodge turn 2 but I'm not willing to give him that much benefit of the doubt. Especially since I'm not sure he 3HKOs or 4-3's anyway.
Karn vs Tao: 2HKOs first (and yeah, instant doubles after turn 1 because SF1 speed only affects first turn).
Karn vs Seth (FE8): Seth gets doubled, but tosses Javelins, so this is pretty much a trade of turns. Seth 3HKOs and isn't 3HKOed. Still, Javelins aren't exactly accurate, Karn should have little trouble dodging one and finishing his 4HKO.
Karn vs Locke Cole: Faster, so 3HKOs first.
Karn vs Rebecca Streisand (WA5): Dhyer would be entirely correct except for the part where Karn dodges once. Unless I give Rebecca credit for Continuous Shot here. By turn 3 it has kicked in once on average, and that may negate the evade hype. But if I view it as a FE-critical-type thing it's turn 4. And I think I do, WA5 is that type of game. Close though.
Karn vs Rico Banderas: I've been underrating Rico's pdur, wow. 1.9 range?
Karn vs Logg (S5): Karn has a 4HKO here and pretty much constantly 3-2's. Which against a healer is more or less equivalent to trading turns and 3HKOing. This is something a healer wins, especially since Logg needs 3 attacks at most.
Karn vs Serph: 2HKOs (just misses it against average, but Karn is below). Average Serph loses, granted.

Karn 4-4 (decent, but only that. Need to test BoF1 evade clearly!)

Well, BoF1 enemies don't actually evade period except a couple particular bosses, so I highly doubt PCs have any sort of innate accuracy differences (and I'd be somewhat unlikely to respect any that did exist).
