Turn 1 speed is more akin to TB speed in Mana Khemia.  If your speed is higher, you go first, and the gaps between everyone's turns are constant regardless of speed differences.  So it really makes sense to use a TB-speed scaling for turn 1.  In this case, Anna is 1 SD above average.

Zero (Mega Man X: Command Mission) vs Hugo (Suikoden III): WoS can mess with Zero some, as does Hugo's better speed and evade. I don't think auto-crit attacks are ITE on the PC end (or maybe they just don't ignore flying?), and Zero doesn't OHKO turn 1 anyway...
Empoleon (Pokémon) vs Legretta (Tales of the Abyss): EDIT: Swords Dance Drill Peck. Well. Hmm. That's not the best buff damage, but it may be good enough, even hitting the wrong defence here. Searing Sorrow being fire creates real problems, though. RE-EDIT: Even buffed, Empoleon 3HKOs, which means he probably faces at least two Searing Sorrows, 1 if he can really monkey with his damage. That's too much, seeing as Searing Sorrow 2HKOs, and Legretta will do about half his HP in damage while he buffs.
Balthier (Final Fantasy Tactics: War of the Lions) vs Feena (Grandia): Balthier could equip robes? Dunno why I assumed he couldn't. (Idle, no vote obviously.)

Tomato's shitty damage makes up for the HP advantage.  He's only like 1.8 PCHP under normal 2.5 conversion.  Not as good as you might think.  Tomato's doubled speed on Rush means nothing due to Augst only countering, and Tomato also can't use his limit fire attack because Augst absorbs that.  Not to mention that Augst's fire counter ignores defense, so Tomato's MDef also means nothing.  Oh yeah, and Augst resists physicals.

Tomato's kind of spoiled here, really.
