Levin (WA:XF) vs Ryu (BoF 2): 75% counter rate! And tanky. The counters should 2HKO (doesn't take much to do that to Levin), so Levin can only use Cancel Strike twice before, on average, he provokes two counters. He does 4-3... but he's not going to 4HKO after wasting two turns on Cancel Strike.
Levin (WA:XF) vs Ted (S4): Yeah, Ted doesn't have the evade for this.
Levin (WA:XF) vs Patriarch (XS 2): So Levin does 3.36 PCHP to someone who is average speed and does not have any notable evade. I am certainly inclined to say this kills Patriarch, even though Levin does the worst type of physical damage for him (bludgeoning). But... Patriarch is slighty above average speed, and actually has some evade.
Levin (WA:XF) vs Cid (FFT): This is straightforward.
Levin (WA:XF) vs Nel (SO 3): Nel's evade isn't special.
Levin (WA:XF) vs Rufus (VP 2): Nor is that of Rufus.
Levin (WA:XF) vs Jowy (S2): Levin can't afford to miss a cancel, and Jowy has evade.
