Fou-Lu's defense doesn't protect him against Mewtwo's psychic attacks, and he needs all his health to muster the full strength of Dark Wave - one psychic ought to weaken it enough that Mewtwo can heal it off with Recover.Alternatively, Mewtwo could blitz him by opening with Amnesia, shrugging off a hit, then humbling the so-called dragon god with a pair of psychics. Fou-Lu is not in his element here, and the scheming genius Mewtwo has plenty of options to exploit his weaknesses and win a well-earned godlike title.
