Combee (Pokemon) vs Feebas (Pokemon): not even close. Feebas is worse than Magikarp, and combine how Combee gets actual STABs while Feebas does not and...yeah...

Sailor Moon (Sailor Moon: Another Story) vs Ricardo Gomez (Shadow Hearts: From the New World): I think, anyway. If it wasn't for SP on Ricardo, he'd completely dominate this fight.
Shinon (Fire Emblem Series) vs Dorcas (Fire Emblem: The Blazing Sword): Shinon's fail is mostly an in game thing, since his growths save his ass in the DL (to the point where he can win matches in Light). Dorcas' fail is a whole package deal, meanwhile.
