There's none better in the DL in inflicting instant pain than one who's mastered time. TL's fighting style is that of the blitz; with everything going into attack. A single tick of Charlton's watch won't get the chance to pass before he explodes into the fight and unloads a full OverDrive chain on the Chairman of the Council. Sadly for the warmongering Charlton, he isn't known for durablity, relying instead of parasitic healing and speed to survive. That won't do him a bit of good when TimeLord rips him to shreds before he can even light a cigarette!
