ENEMY VIT/EDF AVERAGES: 25.7 VIT, 23.7 EDF.PARTY AVERAGESDISCLAIMERS FIRST.
Starting with level disclaimers: Jr. and KOS-MOS were level 33. Shion and MOMO were level 32, and chaos and Ziggy were level 31. Ziggy and chaos also were behind on tech points, which means that they will bring the average down a bit. Jr., KOS, MOMO and Shion are far more up-to-date in that regard.
Speed disclaimers: by Song of Nephilim, you get access to Speed Shoes. These boost a character's effective speed by 25%, and can be extracted as a skill. What I will do is factor the equip+one skill extracted, spread among two party members with 8 Agility (Jr. and White Ring KOS-MOS in my case). So, the Agl average goes something roughly like this: 10+10+9+8+8+6 = 51/6, resulting on an
average speed score of 8.5. You can factor in that boost for a third character, but, in tandem with the other options you may want for the lategame, this may not be terribly reasonable (and I only had enough for my whole main party to get that if I forfeited something else like full status immunity because I got a 10x bonus on the Simeon fight. Otherwise, only Jr. would be able to extract the skill).
Finally, damage disclaimers: I used Byproducts 172 and 145 to test damage figures, and averaged them for the resulting damage (one enemy is below average defense, the other is above average defense, both by five points, so it seemed sensible). I still have to test damage reduction sans resistances caused by Virgil defenses, but they seem somewhat negligible when they're not being resisted (a 10% damage reduction at best from my tests? Granted, I should test this with Jr. sans Bravesoul more intently, since KOS-MOS and Shion get their damage resisted to hell against Doppelwogel. Ein Rugel doesn't seem to have any appreciable physical-type resists).
Another thing of note is that Bravesoul is available for you to abuse here. What I'll do for the damage averages is take the wearer's damage at 80% HP (in this case, Jr.) and factor it instead of his full HP damage (but I'll list both averages - the one with and without Bravesoul). Techs used were: L9 Spell Ray (Shion), L5 X-BUSTER (KOS-MOS), L5 Angelic Requiem (Jr.), L6 Angel Arrow (MOMO), L1 Hell Fire (Ziggy) and L2 Arctic Blast (chaos).
Also, I have W Special for two-thirds of my party, but I don't have a Commander's Crest. If you take it along with W Special and its skill into the averages, this essentially raises a character's average two-turn damage output by roughly 1.4x. My math could be off, though. W Special without the Commander's Crest doesn't raise averages by any appreciable margin.

Enemy tested was Byproduct 103.
At 100% mHP: 129 Triangle+370 Angelic Requiem.
At 88% mHP: 226 T+611 AR.
At 69% mHP: 298 T+780 AR.
At 58% mHP: 330 T+916 AR.

Ein Rugel can Boost and Counter Boost, but seems to not do it until at least some damage has been inflicted to him. Odds of Counter Boost seem pathetically low, though (10%~?).
Ein Rugel resists Ice and Lightning damage by 75%.
Attacks(NOTE: Damage figures will be presented in a xxx/xxx fashion. The number before the slash is the non-crit damage, the post-slash number is the crit)
Bind Force - Disables an attack button (usually Circle). Affects entire party, 100%. Disabled if Ein Rugel is silenced.
Specter Wave - Causes Ether Bomb effect on the entire party. This doubles the damage of the next Ether Attack directed to the targets. Disabled if Ein Rugel is silenced.
Swordplay - 150/225 fire-based physical damage (230/345 after Power Spell S).
Lightning Blast E - 210/315 lightning-based ether damage, disables Ein Rugel's status immunities until his next turn. Since Ein Rugel is fully status-immune before this, this can be troublesome. So far, I managed to hit Ein Rugel with all the debuffs, Slow and Silence when his status shield is down. Curse should probably be fair game as well. Ein Rugel still immunes Confuse, and the tests I had with Gate resulted all in complete misses (no gravity damage inflicted, no ID).
Sonic Frost E/S - 125/190 Ice-based Ether damage, induces Slow (100% odds).
Power Spell S - Raises Ein Rugel's STR by 25%. Damage of Swordplay under this spell listed above. Disables Ein Rugel's status immunities until his next turn. Disabled if Ein Rugel is silenced.
Speeder S - Raises Ein Rugel's Speed by 25%. Disabled if Ein Rugel is silenced, disables Ein Rugel's anti-status shield.
Note: I've never seen Ein Rugel use Lightning Blast at full HP. However, dropping it to 70% mHP seemed to do the trick.
When swapping forms, all status and buff/debuff effects on Ein Rugel are lifted from Doppelwogel.
Upon losing all his HP, Ein Rugel instantly counter-boosts and transforms into Doppelwogel. This essentially translates to no CT loss on the transition from the first form to the second.

Like Ein Rugel, Doppelwogel can Boost and Counter-Boost. This seems to activate at a 20-25%~ rate once he has suffered some damage (this was observed at 70% HP range). A counter-boost is essentially a free turn, not changing the CT on the enemy's gauge. Boost mechanics are well beyond me, though.
Doppelwogel resists Lightning and Beam damage by 75%.
Doppelwogel is immune to melee physicals, and rather evasive. He seemed to evade Square/Triangle attacks 50% of the time, and the blocking rate against skills was also high (I'd peg it at 50%-60%). This actually makes him a bit less frail than the HP would indicate.
AttacksArrow - 190/280 ranged physical damage.
Stab - 200/300 melee physical damage.
Chaos Arrow E/S - 190/280 ether damage, induces confusion (100% odds). This is evadable. >_> If the attack misses, the status misses as well.
Shadow Wing S - Causes Stop to one character, 100% odds.
Eternal Storm E - 400/600 ether damage, MT. Critical hit rate on this move is absolutely insane. Of all the six times I've seen it hit, it only missed a crit once, on one character. I also noted that he wasn't on the crit up slot most of the time. Never seen it used at full HP, but 70% range was enough to get him to use it. Disables Virgil's status immunity shield until his next turn. However, Doppelwogel's "shield" seems more like a bit of a joke, though - even past the shield, it's not vulnerable to S-CHAIN, for an example. So, the vulnerabilities belong mostly to the first form, and the healing between forms makes it moot.
Flare Wing S - Induces Anti-Veil effect on the entire party. This raises the damage taken by spells by 1.25x. 100% odds. Same HP disclaimer as Eternal Storm.
Comments: - Utterly bizarre. Virgil's HP certainly doesn't win any awards, and the starting speed is kinda suspect. My kneejerk is that the first form is just kinda hilariously useless: frail, subpar for speed and undamaging, it exists to Slow the opponent and die a horrible death (the status vulnerabilities if it uses buffs or Lightning Blast are just insult to injury, anyway. I guess that Ether Bomb+Lightning Blast would be an effective 2HKO, assuming the first blast crits, but that takes three turns and how many people in Godlike give the form three turns?). In a good day, a crit'd Power Spell'd Swordplay 3HKOs!!111 yeah no. The second form is actually more workable, though (even if still saddled with horrible HP). The boost rate doesn't look like much, but it will probably be a pain against ranged physicallers (since melee physicallers get insta-owned to begin with >_>), and the defend rate inflates the durability a bit. Eternal Storm actually solidly 2HKOs, Stop is usually an instant win against PCs and Confusion is a nice status to inflict against mages - hell, the status whoring Virgil has in his second form is just generally winsome. All that backed up by very solid speed. Also, since you can't blow past phases (there's a HP buffer in the formchain), you're ensured to see both forms (unless you get to CURSE Virgil's first form, but whatever). Weird as hell, but surprisingly, ends up pretty competent.
Low Godlike, I think.
