Closeish.  Both good but a bit flawed.

Appaerntly the Naruto open must be better if you watch the show, since it still doesn't do anything for me.

They're both great, so I'll tiebreak by the fact that mystery OPs are hard while high quality zany OPs are comparatively more common.

 Bleach OP13 (Melody of the Wild Dance) vs. Naruto OP2 (Haruka Kanata)- This is a toughie. Bleach's is easily the best since * and Ichirin no Hana... Haruka Kanata is a classic though and still well done. Will think on it.
