Lugia's opponent, the reviled mad clown Kefka Palazzo, will be hard-pressed to break through Lugia's impossibly powerful defenses even with Havoc Wing, giving Lugia time to stall its way through with Recover and occasional Aeroblast beatings. Considering how frail Kefka is, this shouldn't take long.
