Once again, I'm hijacking some of MC's work to turn it into a traditional DL stat topic.
It's going to be presented in the form of a big chart, so I hope it displays properly. If it doesn't, yell at me and I'll change it.
About the stats, or columns in the table below:
HP = lose 'em and die.
POW = Adds a point to damage dealt. Is referred to in-game as Strength or Magic, as applicable.
SKL = Each point is worth +2 to Accuracy and +0.5 to critical rate. Note that I haven't provided HIT or CRIT stats, though I will indicate how to work 'em out.
SPD = Each point is worth +2 to Evade. More importantly, this governs double-actions both by the character and by the enemy, in-game. How you want to interpret this stat in the DL is up to you.
DEF = Reduces physical damage taken.
RES = Reduces magical damage taken. Also, each point of RES reduces status accuracy against the character by 5%, not counting ID.
LUC = Luck. Is worth +0.5 to Accuracy, +1 to Evade, and +1 to Critical Evade (i.e. % reduction to enemy's crit rate).
AVG = Average of these seven stats, after HP is divided by 2. This gives a good idea of the overall power of the character. Marcus bad, Athos good.
CON = Consitution. If a character equips a weapon with Weight greater than his or her Constitution, he or she takes an AS penalty (and thus also loses 2 Evade) for every point the Weight exceeds the CON. Weapon weights will be provided below.
EVA = Evade. % chance to avoid an enemy. Personally, I assume average HIT of foes faced by FE7 characters in the DL is 125, which leads to Wallace evading almost never and Lyn evading a little over half the time. 125 is also a pretty good average for endgame boss accuracy. If you agree with me, subtract 25% from the given number for actual evade. If you don't, it's easy enough to define effective evade for any assumed enemy HIT.
*WT = The Weight of the character's assumed weapon.
AS = Attack Speed. See above. This is the effective Speed of the character. If two characters in a combat differ by an Attack Speed of four or more, the faster character gets a second attack (must be the same attack as the first) after any counter resolves for the first.
*MT = The Might of the character's assumed weapon.
DMG = POW + *MT - 10. I've assumed 10 for enemy endgame defence. (Well, and ~20 for bosses, but you have Fillia's Might for them.) This is the damage a character does with a single swing, assuming they do not critical.
About the stats:
Level 20/15 is assumed for all characters except Renault (20/16, his starting level) and Athos (20/20, his only level possible). The stats chosen are the average stats the character will have, with no stat-boosting items or RNG abuse. They're pulled straight off of the RPGDL FE site.
The stats are listed to one decimal place for reference. Personally, I round 'em all in the DL to the nearest integer (which makes the difference between x.4 and x.5 ten times as large as it should be, but that's the way the cookie crumbles).
About weapons:
First of all, I've assumed Silver weapons for all the fighters, and D-rank spells for all the mages. These make effective defaults, I find. You may be wondering why I've ignored Killer weaponry and C-rank spells. Well, Killer weaponry represents twinking for criticals, which while fine, really screws with an attempt to find a good damage average, so the averages will assume Silver. As for C-rank spells, they tend to be overly heavy for their slight power boost over D-rank spells, so the latter is usually a better option. Thus, than drag down the AS average I assumed them for default.
For characters with multiple weapons, I assumed their 'primary weapon' is at S rank. This matters because S rank gives you +5 HIT and +5 CRIT when using that kind of weapon. The 'primary weapon' is the weapon the character's class can wield before promotion (in the case of Paladins, who have two, I assigned Spears to the males and Swords to Isadora). The character's primary weapon is also the one represented in the assumed WT, MT, AS, and DMG.
Of course, just because I've made these assumptions, doesn't by any means mean that the character should always use that weapon in the DL; far from it! So the AS and DMG stats will need to be altered as necessary if the character switches weapons. The assumed weapons are just there for determining an average to work with.

All bows are Range 2, meaning they can avoid melee counters but can not counter melee attacks. (They can counter other attacks that can only be used long range, but these are not common in RPGs.) All magic (and a few physical weapons) are Range 1-2, meaning they can avoid melee counters (by firing from range 2) and will counter almost everything (only a select few weapons, all DL-illegal, have range exceeding 3).
You may not allow the Reavers in the DL. I don't. They're both very expensive weapons and would allow an FE character to never be at a disadvantage in terms of the weapon triangle.

Calculating HIT and CRIT:
Since they're not on the charts, remember...
HIT = Weapon's base Hit rate + SKL*2 + LUC*0.5 (+5 if using S-rank weapon)
CRIT = Weapon's base Crit rate + SKL*0.5 (+5 if using S-rank weapon (+15 if class is Berserker or Swordmaster, i.e. Dart, Guy, Hawkeye, Karel, Karla))
Average HIT is about 130%, so don't assume a character is overly accurate just for being a bit above 100. CRIT can be taken literally, though it's reduced by target Luck... I tend to assume 10 in the DL, though average enemy Luck faced is considerably lower in-game. (This is largely due to Morphs having 0 Luck, however, which is plot and obviously doesn't apply in the DL.)
Miscellaneous Note: If Assassins score a critical, they have a 50% chance to inflict instant death. This is not resistance-bypassing in any way, it's just that only one FE7 boss is actually immune to Death. IMO at least.
Miscellaneous Note 2: I treat Wallace as a pre-promoted character (i.e. 12/15) since I consider Lyn/Eliwood normal modes as canon for the DL.
