Elemental Resists in the DL!

Ok, first off, I apologize for the odd format, and the lack of organization.

Anyway, a while back, this topic had elemental resists for all Godlikes, and their noteworthy attacks...at least, for the 8 big elements that tend to show up in a variety of games (Fire, Ice, Lightning, Water, Wind, Earth, Dark, Holy and anything equivalent like Shadow = Dark, for example)

Recently, I updated it with all the new Godlikes...while keeping even downgraded ones from the old list. However, I didn't redo the wording in some of the older things, so yeah, a lot of the earlier stuff will be messy.

Then I decided to go ALL THE WAY and get all the relevant resists for said 8 elements for all casts. As such, the order starts off with Godlikes (and a few former ones), then goes onto to each cast alphabetically. Basically, what does this mean?

Ctrl+F is your friend.

That's about the only reasonable way to navigate this topic, at least right now. I MIGHT reorganize it in the future, and try to reword some of the older things (like change "Resists" to "Halves", etc.) Godlikes only came first cause I just C+Ped from the old topic here, since its faster, etc. Again, I'm sorry.
Typically, though, if you see unlabeled resistance its either:
A. Good chance its halving
B. The exact resistance wasn't noted
C. It was unknown how much, just known it exists
It just notes that its there.

Nulling and Immuning are the same thing; I use the two back and forth, I apologize for that inconsistency.

Some games...have oddities with elemental resistances. Due to this it can get complex, so bare with me.

Also, this is going to take several posts, and they are likely going to be broken up.

Lastly, an "*" means there's some debate to the resistance. This could mean the following:
A. The element covers two (like how Water is often Water and Ice)
B. Plot Element Nonsense (like PS2 doesn't have any true elements, but moves like Nafoi are clearly Fire)
C. The character in question resists all elements from their game, however, this element isn't in the game. For what its worth, in this case, I assume the worst resistance (So the FF6 Minerva, for example, while it nulls 4 elements, I'm assuming any element outside of FF6 (like Darkness) would be Halved like the others, treating the 4 immunes as the exception)
D. Probably some other things I'm forgetting, but you get the idea.

Also, I do *NOT* necessarily allow all the Equips in this topic. Some people might however, and I listed things that can be viewed at least SOMEWHAT reasonable; no after game nonsense on equipment, for example (unless I didn't realize otherwise), none of the overpriced IC stuff from VP2, what have you. Also note that in some games, I haven't played them, and have to work with what others told me; thankfully, the amount of games is rather small.


And now onto the topic itself!

Fire

Fou-lu: 50% Weakness in PC form, and in Ice Elemental Shift in Tyrant Form
Albedo: Resists innately
Ryu 4: Innate 50% resistance, can null through Magma Armor and Ranger Garb, 25% resistance with Blizzard Mail, and nulls in Weyr Form
Orlandu: Halves with White Robe and Ice Shield, Absorbs with Flame Shield
Ryu 3: Absorbs with Dragon equips, halves as Kaiser, nulls in Fire elemental forms
Yuna: Absorbs with Phantom Ring and summoning Ifrit, and there's Nulfire <_<;
Chaos: 70% Resistance innately
Seymour: Absorbs in Fire Form (which is his default, as a reminder), Weak in Ice form (if you allow him to Shift)
Yuri: Gains some resistance in his Fire Fusions (typically worthless, but this is for completion purposes)
Necrosaro: Random Nulling (DW4 fails at making sense with resists)
Citan: Resists with the Fire elemental shield, gains Weakness with the Water one
Terra: Nulls with the Minerva
Tir: Halves with the Soul Eater
Berle: Halves innately
Deis: BoF1 form has 25% resistance with LightSH, 50% with EvilRB, somehow these stack to be 67%, BoF2 form resists to various degrees with Spirit RB and Sun Mask, capping at ~30%
Sofia: 50% Resistance due to the Zenithian Armor (I think that one anyway)
Chris: 10% Resistance with the Rage Armor (again, typically worthless, but noting for completion purposes)
Lenneth: 50% resistance with Feathered Tiara in VP1, 30% resistance with the Fairy Garb in VP2
Rika: Halves Fire with Motavia Ring, note that due to how PS4 Resistance works, this could be viewed as having an even greater impact
Royce: Halves Innately
Ryu 1: Halves with his Dragon Equips (forget which ones did offhand)
Magus: Absorbs with his Barriers above 50% HP
Scias: Halves with Magma Armor or Ranger Garb, gains 50% weakness with Blizzard Mail (I think that's the name)
Seed: Halves innately
Chaz: Halves with Ceramic Equips, due to how PS4 resistance works, this could be viewed as having a greater impact
Ryu 2: Resists to various degrees, capping at ~45%, depending on his equipment
Billy: Resists with the Fire elemental shield, gains Weakness with the Water one
Geshp: Resists innately
Dhaos: Nulls in his final HUMAN form (ToPo at least)
Jenna: Reflects when the Fire Orb is up in the Final Form
Guv: Can reduce it 20*RAW* damage through the Silver Shield, he can also reduce it by 15 *RAW* damage through the Power Shield (noteworthy since it hits two elements)
Kyogre: Resists by 50% innately, note that due to a permanent Rain Storm, its effectively 75% resistance
Luther: Halves it innately
Empyrea: 50% Resistance Innately
Patriarch: 50% Resistance Innately
Beatrix: Permanently has 50% Fire Resistance due to Save the Queen (locked equip), can be raised to Immunity through Aegis Gloves
Killer: Resists by 25% innately
Heat: PC forms Resist, Boss form absorb
Jessica: 67% reduction with Saintess Shield
Ull: 50% weakness innately
Lugia: While not innately resistant, he does have Rain Dance to gain a pseudo-50% resistance
Dhoulmagus: 50% Resistance innately in his second form
Lulu: Absorbs with Phantom Bangle
Hrist: PC Form has 30% resistance with the Fairy Garb, 20% with Mithril Mail, Boss form has innate 50% resistance
Brahms: VP2 form has natural 20% weakness, Icicle Plate has 50% weakness as well, and yes, these stack
Wren: Halves Innately, due to how PS4 resistance works, this could be viewed as having a greater effect
Zelos: Nulls with a combination of Star Shield and Golden Armor (both are +2 Resistance)
Kratos: Nulls with a combination of Star Shield and Golden Armor (both are +2 Resistance)
Kharg: Practically Immunes due to Spirit Amulet
Imoen: Can gain 50% Resistance after casting Fireshield Red, BG2 form only.

Note: NOT Water elemental attacks, as while these 2 elements are often the same, they are different often as well. I'm asterisking PCs where they come from a game where the 2 are the same element, and things are ambiguous and such (as in, if just Ice exists, its clearly Ice, but if an element is "water" like in CT and there are animations of both...yeah)

Now, this part is a bit different. I'll be listing each dueler, and if they have any noteworthy attacks that are elemental (not necessarily their best damage; for example, if their 2nd best damage isn't far from their best, and elemental, could have use hitting a weakness), it'll appear here, as well as what element it is, as well as why it matters. Also, if you see a nonsense statement, that means they lack Elemental damage <_<

Note this might take another 4 posts <_<;

Anyway, here it is!

ELEMENTAL ATTACKS WORTH NOTING
Note: Laziness > me, so I'm simplifying everything, so all equivalents to Holy (Light, FF6 Pearl, and CC White) are just going to be referred to as "Holy" and all equivalents to Dark (Shadow and CC Black) will be called that as well, among similar situations.

This post starts from Godlike (new and old, mostly Old <_<), and ends with Chrono Trigger.

Piastol: Tempest Dance is apparently Wind elemental
Kefka: Fire 3 is Fire elemental, Ice 3 is Ice Elemental, and Bolt 3 is Lightning elemental; noteworthy since Kefka's only Magical damage before 50%~ HP (when he gets GONER)
Ghaleon: Inferno is Fire Elemental, Tornado is Wind Elemental, and Nitro Dagger is Ice elemental. Rock N Roll is DEBATABLE Earth Elemental. Noteworthy since hitting weakness, these moves are stronger than Hellwave. This applies to his LSSSC form; his EBC form lacks Elemental damage worth noting.
Fou-lu: Tyrant Form, Patoh Pah is Earth, Ahryu P'ung is Wind, and Pah Bing Ah is Ice. Noteworthy for being Fou-lu's consistent Non physical damage.
Sephiroth: Break is Earth Elemental. Noteworthy since its basically his only attack that's got good damage while in flight mode
Albedo: No attacks worth mentioning
Melfice: Quake is Earth elemental. Noteworthy since this is his only Magic damage, and possibly his best damage if nailing weakness.
Zophar: Nothing really noteworthy if you see Fate Storm as damage <_<;
Kuja: Holy is Holy elemental (duh?) Noteworthy since hitting weakness, I believe its Kuja's best damage.
Virgil: Totally non elemental
Ryu 4: Physical w/ Royal Sword is Holy Elemental; his best consistent Damage. Can be changed to Fire Elemental in Weyr form with Flame Strike for a minor damage loss compared to Kaiser, as well as Earth and Wind Elemental in Mammoth w/ Searing Sand and Knight w/ Wind Strike, for a notable damage loss. Can also hit any of those 3 elements with a Breath, as well as any element besides Fire with a Summon.
Profound Darkness: I could go on, but mainly, just know that Megid is Holy, which is on par with her physical for best damage, and hitting weakness suddenly becomes ruthless.
Jade: BoltX is Lightning elemental; if I need to explain why this matters, I'll cry. Chill his other magic damage and its Ice
Myria: BoF1 form is totally non elemental. BoF3 Form has Myollnir, which is Lightning elemental, and her best damage, at least after 50% HP. She also has Sirrocco (Fire/Wind), Inferno (Fire), and Blizzard (Ice) before then, which are typically her best damage before that stage.
Yuna: For all her elements via Aeons, oddly, none of it matters; at all.
Rashidi: Can hit any of the 6 Ogre Battle elements (including Wind if you view certain "Physical" attacks that way) with his various attacks, all of which do the same damage, so it doesn't matter which does which, really.
Orlandu: Nothing, despite the game claiming otherwise.
Ryu 3: Physical is Lightning Elemental with Royal Sword, and Fire Elemental with Dragon Blade, both translate into his best non Kaiser Dragon damage. Aura in Warrior Form is Holy elemental too, and he can access various claws and strikes through Dragon forms hitting Fire, Ice, Wind, Holy or Lightning Weaknesses.
Ash: Arguably, some of his spells are elemental, but since VH lacks elemental attacks altogether, I won't get into what each is (and I don't know the best damage of each "element" either <_<; )
Dark Force: Alright, the PS4 forms are the only ones with actual move variety (well, PS3 form had Foi and Tsu, I think, but it fails), but anyway, Form 1 doesn't have anything worth noting, Form 2 has Dark Breath which is arguably Dark Elemental, and Lightning Shower which is lightning elemental. Form 3 has nada.
Ramirez: Completely Non elemental
Chaos: Can hit the 3 big elements with his unique spells, and Swirl has a case to hit Water Weakness (Based on its animation in FFO/DoS, anyway, though, worth noting that the Hero Shield NOR Ribbon halve its damage)
Mewtwo: Nothing worth noting, if anything at all
Seymour: Firaga is Fire elemental, noteworthy since his quadra casting this spell is his best damage by a fair deal.
Loki: Extension Force is Fire elemental, Dragon Orb is Ice elemental, and Carnage Anthem is Poison elemental. Indiscriminate can hit any of the 6 VP Elements, and multiple ones of them at once. All are basically Loki's good damages
Yuri: Nothing worth noting in his SH1 form. SH2 form, he has some better elemental attacks, but not certain they're worth using (too lazy to check too)
Indalecio: Before Time of Truth, Noah is Water elemental, post ToT, Earthquake (his best damage) is Earth Elemental, Explosion (his 2ndary damage) is Fire elemental.
Lamington: Judgement is Ice elemental, that being his best damage
Asgard: Totally non elemental
Zeromus: Nothing worth noting
Choko: AtL4, she can hit 5 elements, IIRC, her best being Dark. AtL2 form a variety of elements, missing only Thunder it seems, most noteworthy being Darkness since that's her best by far; her Non Elemental damage is generally poor.
Terra: Fire 3 is Fire elemental, and Pearl is Holy elemental; worth noting since hitting weaknesses, these become equal to Ultima (Stronger if you ignore the damage caps), and cheaper too.
Rolf: Nafoi is Fire elemental, Nazan is Wind Elemental, Nathu is either Holy or Thunder (The manual's description and animation is a bit vague; PS4 is making me learn towards the former); Megid could also be argued to be Holy elemental with PS4 as the reasoning behind it. Note that in game, elements don't exist, take that as you will.
Ultimecia: Fails at damage even if she hits elemental weaknesses (besides Apocolypse anyway)
Time Lord: Nothing worth noting
Yunalesca: Totally nonelemental
Citan: His high end Deathblows cover the 4 Basic XG elements of Fire, Ice/Water, Wind/Lightning, and Earth, but not ENTIRELY certain. Most notably, Crystal Water is Water/Ice, which is his best damage.
Garan: Not certain, but I believe his main damage is Dark; will check when its not 3 in the morning (or someone can just verify it for me <_<; )
Nate: LightAll is Holy elemental; people weren't kind enough to tell me if this actually mattered or not
Tir: Judgement and Black Shadow are Dark elemental; noteworthy since they're really his only reliable source of damage
Endora: See Rashidi, except can't use Holy elemental damage
Berle: Totally non elemental
Galcian: Terminal, his best damage, is Lightning elemental
Ness: Ditto
Anastasia: yep!
Deis: Darn, trend broken <_<; Anyway, BoF1 form has BoltX as Lightning Elemental (her best damage), NovaX as explosion elemental (Fire/Wind is what I take it), FireX as Fire elemental, and IceX as Ice elemental; noteworthy for being all her better damages. As a reminder, she still has the Non Elemental Comet which is equal to BoltX. BoF2 form's BoltX is also Lightning, as her primary damage, and has Fireball, Freeze and Missile as Fire, Ice and Wind damage respectively
Songi: Non Elemental and such
Genevieve: Contaminate Energy is Holy Elemental, Cosmic Spear is Dark Elemental, and indiscrminate is hitting 4 of the 6 VP elements at random; see Loki for why this matters.
Lavos: No elemental damage worth noting (if any at all)
Ellen: No elemental damage worth noting either
Celes: Ice 3, her best damage, is Ice elemental, and Pearl, her 3rd best damage, is Holy elemental.
Droguza: Damned if I can tell if any of his damage is elemental, pretty sure its not though
Sofia: Lightning is Lightning elemental, and her best damage
Lloyd (LoD): He has one Wind attack that actually registers as damage, but otherwise, he's primarily Non Elemental
Zio: Black Wave is arguably Dark Elemental (yay PS4 and its Force element?), noteworthy for being his best magic damage
Brahms: Has only a non elemental physical, do the math
Deathevans: No elemental damage
Miguel: HolyDragonSword, which is obvious why it matters, is Holy elemental
Rose: Her magic is all Dark Elemental
Odd Eye: Non-Elemental and such
Luca Blight: Flame Slashes are...umm...Fire; its also his only magic damage
Chris: Nada
Rubicant: Scorch is Fire Elemental damage, and would invoke crying if you questioned its worth; Fire 2 is also Fire elemental damage, noteworthy since its a counter
Lenneth: Glance Reviver hits Darkness/Death weakness, take that as you will in her VP1 form; VP2 form lacks any noteworthy elemental damage.
Altima: No elemental damage
Royce: Some of her attacks are Fire elemental, can say I know their names, except that they aren't Shot Lancer <_<;
Kurando: No Elemental damage worth noting
False Althena: Ray is Lightning Elemental damage, not that she ever has any use for it, no, not at all
Rika: Can make her physical Lightning or Holy elemental with the Thunder Claw and Silver Tusk respectively; technically, Fire elemental too with the Ceramic Shield (its odd how this logic works)
Fei: Yamikei is Dark Elemental, noteworthy for being, well, the attack being the only noteworthy thing about him. Kokei, his 2nd strongest attack, is Holy elemental, and the weaker Hyper Death Blows hit the 4 Main XG elements listed with Citan, IIRC
Ryu 1: Level 2 Dragons can hit Fire, Ice, and Lightning elements; too lazy to check if they actually do more than Rudra though.
Lucia (Suikos): Her magic is all fire elemental in both forms
Magus: Counters with Fire, Ice, Lightning, or Dark whenever he's hit; Dark Matter is also Dark elemental.
Ex-death: Fails
Vigoro: More failing
Riou: Forgiver Sign, which if you ask why it matters I WILL shoot you, is Holy elemental
Cyril: Winds of Destruction is Wind elemental
Scias: All his Attack Magic, and the Render (his best weapon) are Ice elemental
Fujin: Tornado is Wind elemental
Valvalis: And despite her being the FIEND OF WIND, and Fujin just being some random human, she has no elemental damage whatsoever
Jecht: See Ex-death
Xenobia: Non Elemental (I think...too lazy to check now)
Dario: His big damage techs (like Conducta Sword) are Dark Elemental
Wugui: Nightmare, his only magic damage, is Dark elemental
Cecilia: Not going to list all of the ways she can hit elemental damage <_<;
Chaz: His physicals with Elsydeon, Megid, Rayblade, and Nathu are all Holy Elemental, and he has Nazan for Wind damage (as a quick note, Chaz's Non elemental physicals aren't that far from the Elsydeon's damage); can opt for Fire elemental damage if he so desires with the Flame Sword
Seed: Magic is all Fire elemental
Arc: Can hit several elements with his magic, don't feel like covering them all (yes, I'm starting to rush this, QUIET!)
Ryu 2: EmpireSD is Lightning Elemental, and DragonSD is Fire elemental, noteworthy since they're his ONLY damage post G. Dragon.
Zeon: Nothing
Billy: Also nothing
Diekbeck: Can hit Holy elemental damage, I believe, in AtL4. AtL2, he can hit Dark, and Holy adequately enough, the latter being his best damage.
Geshp: Frost 4 is Ice elemental; this being his only magic damage
Jenna: Has some lowish damage of Fire, Ice, Lightning, Force, and Earth in her second form.
Van: Has Fire, Water, Wind, Dark, Light, and Earth damage from varying moves in all his forms, all of these require him to have 50% HP or less, outside of Guardian Frost (Water) and Lightning Tiger Blade (Wind) which are usable at 75%.
Avalon: Has Dark damage through Nothingness in his first form, has Lightning through Lightning Purge in his second.
Guv: Has Lightning damage through Zap series spells, and Fire damage through Sizz series of spells, he can gain Ice Damage by using the Blizzard Blade as his weapon
Kyogre: His primary damage is Water elemental, he has Ice as a secondary (he also has Rock type damage with Ancient Power, for those who say Rock = Earth)
Belial: Completely non elemental
Emelious: Completely non Elemental
Rhapthorne: Has a variety of Fire damage attacks (including Magic Burst), and one Ice Attack in Cold Breath which is about as strong as his Fire damage (barring Magic Burst)
Xorn: Completely Non Elemental
Luther: I think Flaming Divide is fire, otherwise Non Elemental
Patriarch: All his Damage is Holy elemental (Aura to be exact)
Violetta: Primary damage is Fire, as the damage her Blaze Wall deals, her Scythe, should you allow that, has some minor Wind damage, and the Instant Death apparently makes a Wind Resistance check (Do note that her Scythe also has some stronger Non Elemental damage, about as strong as her Fire)
Beatrix: Holy is Holy Elemental, and the ALMIGHTY Thunder Slash is Lightning, otherwise Non Elemental
Killer: Has Fire damage through Red Crest, otherwise Non Elemental
Shania: Can hit just about any element in Shadow Hearts 3 (Fire, Water, Wind, Dark, Light and Earth), though they're considerable step downs from her Primary Damage which is Non Elemental
Lambda: Completely Non Elemental
Freya: Can hit Fire, Ice, Lightning, Holy, and Earth to varying degrees with her attacks. note her best Non Elemental damage is about the same as her Elemental (a bit worse than some, but not dramatically so) Note this refers to her VP2 form only; her VP1 form, only Ether Strike is elemental, and that's Poison.
Heat: Some Fire and Ice damage in his boss form, though main damage is Almighty. PC form's has Fire damage that's close in power to his Main damage, which is Non Elemental.
Jessica: Has Fire and Ice damage though neither is worth much barring Magic Burst
Ull: Has some weakish Holy damage through Aiming Wisp, otherwise non elemental
Teepo: Has Fire and Ice damage through Inferno and Blizzard, and dual elemental in Fire/Wind from Sirocco; note that these are his only source of Magic damage
Zog: Main damage is Fire with Char, secondary damage is Lightning through Gale, his physical damage is non elemental but sucks
Gilbert: Has some dark damage, though his best is Void
Johnny: Effectively Non Elemental (fine, he has HAIL DUST, but...<_<)
Rosa: Holy is Holy elemental, her Bows are sort of Wind Elemental
Velna: Her damage is kind of weird, in that the first 4 hits can be Fire, Earth, Water, or Wind on her good stuff, and the last hit will be either Dark or Non Elemental, depending on which attack she uses (only refers to the last part)
Lugia: Aeroblast (his primary damage) is Wind (debatable), Hydro Pump is Water for secondary damage
Dhoulmagus: His main damage in his second form is Fire before he can start using his big combo attack (which is non Elemental BTW), though he has Ice damage that is just a hair below, first form is completely non elemental
Lulu (FFX): She can apply Fire, Ice, Water and Lightning; the former 3 are mainly worth noting for the fact that she can heal herself using the Phantom Bangle
Purim: Has Fire and Holy damage as her primary offenses through Magic, she can make her Physical gain Water/Ice, Fire, Wind/Lightning, Earth and Holy properties if she desires through her Sabers.
Kato: Completely non Elemental
Brahms: Bloody Rain is Dark elemental primarily, but for the most part, is Non Elemental
Wren: No Elemental damage worth noting
Emily: No Elemental damage whatsoever
KOS-MOS: No Elemental damage worth noting
Gilgamesh: No Elemental damage worth noting (...I think...)
Zed: No Elemental damage whatsoever
Zelos: Primary damage has a good deal of Lightning attached, has some elemental magic too but they're too weak to consider for the most part. Boss form is a similar ordeal, except the magic actually registers as damage (those Elements being Holy, Fire, and Lightning in the boss form)
Kratos: See Zelos for the most part
Kharg: Just about all his noteworthy damage, Big Owl aside, is Wind Elemental
Darc: Air Blade is Wind Elemental, otherwise nothing else worth noting
Arc: Can hit Fire, Earth, Light and Wind damage with his magic in both forms. Can also opt for a Fire Elemental weapon in Flame Edge in his AtL2 form.
Elc: Has Fire elemental Magic damage
Gogen: Hits Fire, Ice, Wind, Thunder, Earth, and Holy all equally well with his magic, his non Elemental damage is rather bad. This applies to both forms, outside of his AtL1 form lacking Light and Earth damage, I believe.
Gruga: Has some Holy physical damage, though its not very impressive (if I'm reading it right that Innate Elements do not attach to base physicals)
Iga: Mud Storm is Earth elemental, otherwise is Non Elemental, note this applies to his AtL2 form only.
Kukuru: Divine Judgment, her best damage, is Holy. This applies to both forms, I believe.
Lieza: Earthquake, her best damage, is Earth Elemental. Her physical can be Dark (default), or Fire (with a status attached), should she need it, as well as having an Earth Elemental physical tech in Spinster (which is a tad weaker than her Dark elemental physical)
Sania: All her significant damage is Dark Elemental
Poco: Diamond Dust is Ice Elemental, noteworthy since its a tad weaker than his best damage, so might end up stronger if he can hit a weakness; otherwise Non Elemental, applies to AtL2 form only. AtL1 is completely non Elemental.
Shante: Diamond Dust is Iee Elemental, Sleep Wind is Dark, Divine Judgment is Light; all these spells are tied for her best damage too.
Shu: Has Thunder and Wind magic, but they're both awful
Tosh: Has Fire magic, but its too bad to really consider, this applies to the AtL2 form only. AtL1 is completely Non Elemental.
Edwin: Flame Arrows (his best damage)is mainly Fire Elemental, but part of it is Non Elemental, note that Vampire Touch is only a bit weaker than, and Non Elemental. Counters from Fireshield Blue are also Ice elemental.
Imoen: BG1 form is non Elemental, BG2 form has Lightning and Fire damage that is equal to Magic Missile (her primary damage), which is Non Elemental. Worth Nothing that counters from Fireshield Red are Fire elemental, and Fireshield Blue are Ice elemental.
Jaheira: She seems to have some Fire and Lightning damage, though neither seems particularly noteworthy (BG stat topic is a pain to read)
Minsc: Completely Non Elemental
Viconia: Appears to be non elemental for the most part (again, BG Stat topic being a nuisance, etc.)
Bo: Has Elemental magic, but it fails at life.
Karn: Completely Non Elemental
Nina 1: Completely Non Elemental
Mogu: Completely Non Elemental
Ox: Completely Non Elemental
Gobi: Completely Non Elemental
Sara: Gale is Lightning Elemental, noteworthy cause its her only Magic damage
Barubary: Lightning Elemental damage with BoltX, non Elemental otherwise, despite the names of some of his attacks
Bow: No Elemental damage worth noting
Evans: No Elemental damage whatsoever!
Jean (BoF2): Physical is Holy elemental as only noteworthy thing about him elementally…well, he has Cold for GODLIKE ICE MAGIC DAMAGE!!!
Katt: She has one shot of Hail, then otherwise is Non Elemental for the most part
Nina 2: Primary damage is Lightning through BoltX, has Fire, Ice and Wind as back up through Fireball, Freeze and Missile. Her non-Elemental damage just kind of fails, as a side note
Rand: Nothing really worth noting, beyond that 8.0 is Earth and his best Magic damage (it really sucks though)
Spar: Freeze is Ice elemental, and it's also her best damage
Sten: Best damage is Wind through Missile, and his best is Fire elemental through Fireball, he also has limited shots of both so he'll fall back on his generally Non Elemental physical against healers often.
Rei: Physical is Holy Elemental with his strongest weapon (the Holy Avenger), minor drop in power to make that Non Elemental though, has Lightning Magic with Myollnir
Nina 3: Myollnir is Lightning elemental and her best damage, Blizzard and Sirocco are Ice and Fire/Wind respectively; rest of her damage isn't worth noting
Momo: Earth elemental magic through Ragnarok, which is also her best damage
Peco: Fire and Ice Non Type damage through Ice and Fire Breath
Garr (BoF3): Fire Elemental Physical through Pyrokinesis, also has Fire Magic, but it's…umm…yeah. Oh, he also has Kyrie, which while not really elemental itself, is worth noting since its Instant Death to those weak to Holy.
Nina 4: Typhoon, her main damage, is Wind elemental; note her physical, which is Non Elemental, isn't as far away as you'd expect. She also has Kyrie, which while not really elemental, applies instant death if you're weak to Holy.
Ershin: Can hit Fire, Ice, Wind, and Earth through her spells, notably Fire is stronger than the others and almost as strong as her main damage (typically, though, hitting a weakness, they'll be her strongest damage)
Cray: Has Earth elemental magic, but beyond being "Magic" it's not really worth noting. I believe he has an earth elemental weapon too.
Scias: Render, his best weapon, makes his Physical Ice Elemental, and his magic is Ice elemental as well; note the Slicer isn't much weaker than the Render and is Non Elemental.
Ursula: Fire elemental magic damage through Inferno; worth noting for being her best magic damage. She also has Cyclone for wind damage, but its bad.
Chrono Cross Cast Collective: Since it can get bland saying the same stuff over and over again, I'll keep this brief; each character's attacks are effectively equivalent to what their innate Element is. So for example, all of Serge's attacks are Holy, due to him being White, or Glenn's are Wind/Grass/Etc. due to him being Green. Mind, CC Physical attacks are not effected as drastically against weaknesses as Techs are; for example, absorbing Holy would only reduce damage from a basic physical from Serge, while Luminaire or Flying Arrow would get absorbed. The exception to this is…
Lynx: In his Dark Serge form, he apparently has level 6 elements of every type of color in CC, in addition to the usual Black(Dark elemental) Techs he'd have. If you're wondering, these attacks are Volcano (Fire), Iceberg (Ice), Tornado (Wind), Earthquake (Earth), Black Hole (Dark) and Ultranova (Holy.)
Crono: All his magic damage is Lightning, exception of maybe Slash which has a case for Wind. Noteworthy cause Luminaire is his best damage. Physicals are Non Elemental.
Marle: Ice 2 (her best damage) is Ice/Water elemental, her physicals are non Elemental
Lucca: All her magic damage is Fire Elemental, including Flare which is her best damage barring high variance Wonder Shots
Robo: Best Damage, Shock, is Lightning Elemental, Area Bomb is Fire elemental, Laser Spin (bad as it is) is Dark, and the rest is Non Elemental
Ayla: Completely Non Elemental
Frog: Water 2 is Water elemental; noteworthy since its his best Magic damage. His physicals are unaligned

Erk: From now on, assume Plot Elements, since if you don't, things are non elemental. THAT said, he has Fire (Fire and Elfire) and Lightning (Thunder)
Canas: All his attacks are Dark Elemental
Limstella: Only attack is Fimbulvetr, which is Ice (based on its animation and lesser extent, its name)
Lucius: All attacks are Holy elemental
Nergal: His only attack, Ereshkigal, which is Dark based on how where it falls I the Weapon Triangle (its animation certainly helps too)
Nino: Like Erk, she has Fire and Lightning from the same moves
Pent: …and so does he!
Priscilla: And while not being a Sage, she still bears the same spells!
Renault: Unfortunately, he's complete Shana bait, being reliant on only Holy damage
Artur: In all forms, he has Light magic through the same stuff Lucius does, in Sage form (which he likely will want), add in the usual Anima goodies, that being Fire and Lightning elemental attacks.
L'Arachel: Mage Knight has Fire and Thunder due to Anima magic, Valkyrie has Holy due to Light magic.
Lute: Sage form, which is about all she'll ever use, has the same stuff Artur has in that form; Mage Knight, which sucks in this setting, has only Fire and Lightning elements due to Anima.
Lyon: In all (legal) forms he has, he uses nothing but Dark Magic
Saleh: Forced Sage, so see Fire/Lightning/Holy.
Knight: No Elemental damage worth noting
Ninja: Has elemental damage options, but they fails
Master: He wishes he had even THAT much!
Red Wizard: Has Fire, Ice, and Lightning damage through magic, how good these are relatively depend on his form.
White Wizard: Holy can be debated to be the element it's named after, though note that in FF1, its technically non Elemental (make of this as you will)
Black Wizard: Has Fire, Ice, and Lightning damage, which are probably strong enough to out damage Flare (non Elemental and his best damage) if hitting a weakness. As a side note, in his earlier forms, his Flare charges are rather limited, so these fall backs will see more use.
Lich: Ice is his primary damage through Ice 2/Blizzara, with Fire being almost as good.
Kary: Has Fire Magic through Fira/Fire 2, which kind of sucks barring getting around Physical tanking/immunity/evasion/etc.
Kraken: He has INK!!!! …I'll let you decide what this means
Tiamat: Primary Damage is Lightning through Thunder; Fire and Ice exist as alternative options, though Ice is significantly worse than the other two (he also has Poison elemental damage, which is about as strong as Fire)
Milon: His main damage is Thunder in his living form, no damage worth noting in undead form
Cagnazzo: Big Wave is debatably Water Elemental, beyond that, no damage worth noting
Cecil: His physical is Holy Elemental; note that even resisted, its still his best damage, and due to how FF4 physicals work, it can't be nulled technically
Cid (FF4): FF4a form's physical is Thunder Elemental; similar to Cecil, if resisted, the damage is still genuinely higher than his next best. Note that this is FF4a only (FF4o, he's Non Elemental)
Edge: Elemental damage is there, but there's almost no chance he'll care
Edward: Apollo's Harp is Fire elemental; like Cecil/Cid, even resisted, this is more than likely still his best option. Note that this is FF4a only. (FF4o, he's Non Elemental)
Fu So Ya: Has the level 3's for Fire/Ice/Lightning elemental damage, though they're still generally weaker than Flare, he also has Holy damage through Holy (and Meteor!!!), which actually IS worth nothing
Kain: Physical is Holy elemental, he can opt for a non elemental physical through some marginally weaker weapons though

Mog: Pearl Lance is Holy elemental, and that's his primary damage. Dances can have elemental damage here and there, but they're not particularly great.

Setzer: No Elemental damage worth noting again!
Shadow: Can hit any FF6 element with a variety of store-bought Elemental weapons; of these, only Poison is noticeably weak. Note that his main damage is still non elemental.
Strago: Aero is wind Elemental, which can be stronger than Grand Train in specific circumstances *waves hi to Kongol* but that's about it
Ultros: Can hit several elements with Magic, but in most cases, they're worse than Tentacle. In his 3rd form, granted, he can use level 3's after a weird trigger for rather strong Fire, Ice and Lightning damage.
Umaro: Storm is Ice Elemental; worth noting since it's used in Umaro's default damage set up, and is his only Non Physical damage.

Cait Sith: No, unreliable summons don't count! *Smacks*
Cid (FF7): He's at a complete loss himself!
Cloud: Has Lightning and Ice damage through his Materia as alternative, consistent damage options.
Elena: No elemental damage whatsoever…no, those oddball FF7 elements don't count! *smacks*
Hojo: Nor do they count here!
Jenova: and…wait, right, she has actual elemental damage! Furthermore, LIFE form has nothing but Water damage, and DEATH form has nothing but Fire damage.
Red XIII: Has Fire elemental magic through his Materia, useful for hitting a second defensive stat, yada yada yada
Palmer: Can hit Fire, Ice or Lightning with his Mako Cannon! This sums up all his damage, excluding the banned taunt!
Reno: Always has some Electric Physical whose name continually changes. This also tends to be his best damage in every form, though by how much varies (goes from marginally stronger in his first form to about triple his next best in the later forms.)
Rude: Has Fire for Fire Elemental damage in his first and last form, Bolt 2 for Lightning elemental damage in his second form (Rocket Town), and has Fire 2, Ice 2 and Bolt 2, with obvious elemental applications, in his Gelinka form for all they aren't worth much here…the problem? They all fail to varying degrees -_-
Rufus (FF7): Shotgun Trenchcoat Helicopter is not its own element, I'm afraid
Tifa: Nor is an oversized chest
Vincent (FF7): While Angst isn't an element, Beast Flare in the Galian Beast Form and Live Wire in the Death Gigas form are Fire and Lightning elemental respectively; worth noting since Vincent has no control over his actions in these forms.
Yuffie: Lanscaper is Elemental! Its also got absolutely NO APPLICATIONS in the DL.
FF8 PC Cast Collective: No elements worth noting whatsoever, with the following exceptions…
Irvine: Fire elemental damage with Fire Shot limit
Selphie: Can get most elements through her Limits (specifically, Fire, Ice, Holy, Water, Lightning, Earth and Wind)
Adel: Has Holy and Quake for Holy and Earth damage, but neither is worth noting unless Adel can't use Meteor at will (in which case, Quake is suddenly her best damage! …if a considerable drop)
Edea: Has Fire, Ice, and Lightning damage in both boss forms, those being her best damage, Ice especially so in her second form.
Raijin: No elemental damage worth noting
Seifer: Has Fire spells in his boss forms, though they really suck.
Fuijin: Tornado is Wind elemental, and is her best magic damage outside of her OPB Meteor, being a hair weaker than Metsu
Ultimecia: First form has Holy for Holy damage, which is also her best damage. Has Firaga, Blizzaga, and Thundaga for obvious elements as back ups alongside Tornado and Quake. Final Form merely has Holy, which is tied for her best damage with Flare.

Cinna: Did you expect competence?
Eiko: Main damage is Holy through Holy and Madeen, has Wind, Earth and Fire on the side but they're generally inferior, even if hitting weaknesses
Freya: Outside of the Holy Elemental Holy Lance, she's purely Non Elemental
Garland: Ugly Old "Knock you down" is not an element that qualifies here
Dagger: Ark is Shadow elemental, and that's her primary damage; next best is non elemental in either Odin, or Bahamut, can hit Fire, Ice and Lightning if she wants to as well, how strong depends on how many stones you let her have
Lani: Has Fire, Ice, Wind, Water, and Lightning magic damage, all of which are about equal and are her main source of damage.
Marcus: And back to fail!
Quina: No elemental damage worth noting
Steiner: No Elemental damage worth noting (he DOES hit the damage cap with a Non Elemental attack after all)
Vivi: Has Fire, Ice and Lightning if he needs them (Boosted and hitting a weakness, they should be a bit stronger than Flare), Water which is useful mainly for self healing (he can absorb the element), and Dark through Doomsday which is actually pretty good so long as he equips something that immunes it (which he does have, thankfully.)
Zidane: And completing the Tantalus group, we have no elemental damage whatsoever among the 4, hurrah?
Agrias: Ice Brand makes her damage Ice elemental, and raises its potential output as a side effect, Coral Sword can be used for Lightning damage. Otherwise, despite the game's claims, her damage is Non Elemental.
Algus: No Elemental damage worth noting
Alma: No elemental damage worth noting
Altima: And even the mighty final boss lacks elemental damage!
Balk: First form's damage is entirely Ice due to Glacier Gun, second form (the standard DL one) is entirely Lightning due to Blast Gun
Beowulf: All in all, just see Agrias; its easier that way <_<
Celia: Assassins need no elemental damage!
Delita: More Ice Brand noting, and Coral Sword on the side or something.
Dycedarg: Has some really crappy Fire, Ice and Lightning damage with Fire/Ice/Bolt 3, and only thing noteworthy about them is being Magical (he has Bio 3 anyway)

Paine: Best damage is Holy through Excalibur, can opt for Fire, Ice, Water and Lightning with her attacks though they are a considerable drop
Feena: A good portion of the Time Gate combo uses Lightning; her damage drops dramatically otherwise
Gadwin: Has some fire damage, but its not major
Guido: No Elemental damage
Justin: Thor Cut, which is Lightning is just a hair below his main damage, Ice Slash and Red Lotus Cut (Ice and Fire respectively) are considerably worse, but might come in handy if he can hit a weakness. Believe he can opt for a Fire/Earth elemental weapon should he desire
Liete: Best damage is Gadzap which is Lightning, has some adequate Fire damage through Magical Art should she need to hit weakness, and crappy Ice damage.
Milda: No Elemental worth noting.
Rapp: Has some Fire damage, but beyond it being his only magic, its vaguely useless
Sue: Puffy Fire is her best damage by a considerable amount and its Fire elemental

Elena: Her best damage, White Apocalypse, is debatably Holy, otherwise she has earth and ice damage that's about as strong as her best Non Elemental
Mareg: Beast King Blast is fire elemental, but its about half as strong as his default damage, so…
Millennia: Her Valmar attacks (Fallen Wings and Grudging Claw in particular) are debatably Dark elemental and her best damage; otherwise she has crappy to mediocre Lightning, Fire and Wind damage through magic
Roan: Ice Prison is Ice elemental, noteworthy since hitting a weakness, it'll be equal or better than his optimal damage and costs a bit less.
Ryudo: Has Lightning damage with Purple Lightning, which is the same deal as Roan really.

Zera: GadZap is Lightning elemental and his best damage by far. The rest of his damage is only a bit more than half this, of that, only Crackle is a noteworthy element (Ice)
Alfina: None whatsoever
Alonso: Has Howl for some crappy wind damage! Um, yeah >.>
Dahna: Her best damages are Burnstrike and Tremor, being Fire and Earth respectively…note that this doesn't necessarily mean they're GOOD damage.
Hect: Heaven's Gate is Fire Elemental, and her best damage by far, not to mention she has more uses of that than any other noteworthy damage move, since it uses MP and not SP (go figure…)
Kornell: Sonic Blast is Wind Elemental, though considerably worse than his best damage to the point where he'd need to hit a rather drastic weakness for it to matter. If you allow the Iron Fist, Megaton Punch is Wind Elemental and its best damage, followed by Tremor, which is only a bit weaker, Earth Elemental, and hits a different defensive stat.
Miranda: Has Tremor for her best damage when she leaves. She also has an Earth elemental physical move that's a bit weaker than her other physical move.
Ulf: While his Fire damage is much worse than his best damage, its much cheaper on SP, and it still does decent enough damage (Dahna would KILL for damage like that.)
Yuki: Bladestorm is Wind elemental; noteworthy since it's his best consistent damage, as he has enough for only one shot of Dragon Slash
Cador: Physical is part Fire/Lightning and Dark elemental due to the Brig Color nonsense (noteworthy for counters, if nothing else), has Curse as his best damage which is Darkness, and Geno Flame for something considerably worse than the rest of his damage for Fire Magic.
Cai: Optimal damage is Fire with Exa Blast, has Frost for Ice damage and Thunder for Lightning damage
Dryst: Physical is part Fire/Lightning and Dark elemental due to the Brig Color nonsense (he has counters, and Power, so this matters regardless), has Curse as his best damage which is Darkness, and Flame for something worse than the others, but not as big a drop as Cador.
Lance: Physical is part Fire/Lightning elemental due to Brig Color system which is his best damage, and Flame is Fire elemental for his only noteworthy magic damage
Lyonesse: Divine Ray is Holy elemental, which is her best damage by far. Her physical, which I'm only listing due to her having counters, is part Holy and Water/Ice due to Brig Color system, etc.
Vaynard: Physical is part Water/Ice due to Brig color system, and its his best damage, he has Frost for some Magic damage which is Ice elemental, and isn't too far from his physical.
Zemeckis: Physical is part Fire/Lightning elemental due to Brig Color system, it's also his best damage. He has Geno Thunder which is Lightning, noteworthy for being his only Magic damage and not completely failing at it.
Garet: All of his good damage is Fire, or at least, partially so
Isaac: All of his good damage is Earth, or at least, partially so
Ivan: All of his good damage is Lightning or Wind, or at least partially so
Mia (GS): If you allow Ice Missiles, then that's Ice elemental, otherwise, her non elemental damage is about on par with her Ice and Water damage
Saturos: Just about all his damage barring his physical is Fire, including Pyroclasm which is his best
Menardi: All her damage is Fire too, or at least partially so in Death Sieze's case; only way she can do Damage (if you can call it that <.<) without being Fire elemental is after some Impacts and using her physical.

Lenus: Primary damage is Dark elemental, she has some back up Ice damage if need be, for stuff that doesn't fail
Meru: Her magic damage is all Water or Ice, and generally pretty good at that
Miranda: Holy elemental magic damage, and it’s the only damage she has that actually registers on the damage curve
Melbu Frahma: Has adequate (by his standards) Earth damage in his first form, adequate Fire damage in his 3rd form during Day time, and passable Thunder damage in his 4th form, otherwise, non elemental or its not worth noting
Shana: Holy damage is her only real damage; physical damage fails that much
Zieg: Best damage is Fire elemental, though his other damage isn't much worse (then again, it's Zieg damage, so I think it's a lost cause regardless)

If you haven't figured it out yet, we're going alphabetical by game, and this will end with Star Ocean 3.

Hero (L1): No elemental damage worth noting (if any at all)
Lufia: Thunder, her best damage, is Lightning elemental, and she has adequate Fire and Water damage on the side
Aguro: As many elements as he has spells!
Jerin: Fire is her best damage through Vulcan, and Glacier is an Ice Elemental spell that's almost as strong
Artea: His best damage, Zap, is Holy elemental. He has adequate Fire, Lightning, Ice and Water damage. His default weapon is Holy, though he a Non Elemental Weapon that's close in power, and a passable Water elemental one, which has a 3x damage IP of the same element.
Dekar: Has Holy Elemental damage with Gladius, though its significantly worse than his best damage, if you take the stat scaling route.  If you allow endgame stuff, see Guy.
Guy: Best weapon has a Water elemental IP though its not very strong (non Elemental regular attack, mind.)  Gains Flying Elemental damage from Flying Axe, which could be argued as Wind, which has a 3x Damage IP of same element.
Lexis: Has Fire, Ice, Lightning and Water damage with his magic, which also happens to be his main source of damage. For a steady damage loss on his physical, he can gain Holy Elemental damage from the Gladius.
Maxim: Dual Blade, his default weapon, is Holy elemental. He can opt for a slightly weaker Non Elemental weapon in Zirco Sword (which does have a Fire Elemental IP, albeit, a really crappy one that's hardly worth noting), and the Silver Sword is the same element, weaker but has a 3x damage IP of the same element.  Mist Rapier is Water Elemental, significantly weaker than both, but comes with a 3x damage IP of the same element.
Selan: Has Super Sword for a Holy elemental physical option, which also has a 3x damage IP of the same element, and Spark and Flash, her only source of Magic damage, are Fire and Lightning respectively.  Zirco Whip, her strongest weapon, has a Thunder IP, but its really expensive and generally not worth it.  Mist Rapier which is much weaker than her other weapons is Water Elemental, though has a 3x damage IP making it worth noting.
Tia: Best Weapon if Stat Scaled, the Aqua Whip, is Water Elemental, and has a 3x IP to boot.  Equipment scaled, unsure what she gets (not listed in the stat topic.)  She also has Spark for Fire Elemental damage, and its her only source of Magic damage to.
Amon: Ice Valk and Thunder for some decent Ice and Lightning damage respectively, main damage is Non Elemental in his Lufia 2 form. Lufia 1 form, replace Lightning with Fire, and you more or less have the same thing.
Daos: Main Damage is Lightning elemental through Thunder, has decent damage through Fire, Ice, and Water on the side through Firebird, Ice Valk and Dragon in his Lufia 2 form. This doesn't really change in his Lufia 1 form, just names of his attacks <_<
Erim: No elemental damage whatsoever
Gades: No Elemental damage whatsoever in both forms.
Alex: Red Dragon Anger, his best damage, is Fire Elemental.
Jessica: No Elemental damage worth noting
Kyle: No elemental damage innately, but can opt for the Wind Sword for some Wind damage.
Luna: No Elemental damage worth noting.
Mia (LSSSC): Her best damage is Fire, she also has some Ice on the side.
Nash: His noteworthy damage is all Lightning
Ramus: A fine example of how "Fail" still doesn't count as an element.
Tempest: Despite his name, he has no real elemental damage.
Borgan: No Elemental damage whatsoever, near as I can tell
Hiro: Has some Wind elemental magic; it being magical is the only noteworthy thing about it
Jean (LEBC): No Elemental damage worth noting
Lemina: While her best damage, Catastrophe, isn't Elemental, it apparently hits any weakness available if there is one, so make of this as you will.
Leo: Has some Earth elemental damage, but beyond it being magical, it's not much, this applies to his Boss form too
Lunn: No Elemental damage whatsoever
Ronfar: No elemental damage worth noting…well, there's ANGER DICE WHICH IS FIRE! TAKE THAT…uhh…SERPH!
Aisha: All damage is Holy elemental
Debonair: Completely Non Elemental
Destin: Non Elemental, unless you allow him alternative forms, in which case, he can get Holy and Ice in the "Good" form, Lightning in the alternative Neutral form, and Dark in the "Evil" form.
Fenril: Completely Non Elemental, unless you allow Brunhild, then it can be Holy
Fogel: Also Non Elemental…unless you allow Fafnir, then it can be Dark
Norn: All damage is Holy elemental
Rauny: Has Lightning elemental magic with Thunder, though note that this comes with downsides
Saradin: Can hit Fire, Ice, Lightning, and Dark undeniably, has a case for hitting Wind too, if you go by Plot elements.
Tristan: Completely Non Elemental
Yushis: All her damage is Holy elemental
Maya (P2): Has some passable Ice damage with MOON Artemis, and some Water damage with MOON Maia Custom, though her primary damage is Almighty (whatever THAT means in the DL, who knows?) Oh, do note that she has Hama which, while not traditionally elemental, makes Holy resistance checks.
Articuno: His damage worth noting is all Ice, his XD form has some Effectively Non Elemental damage through Extrasensory.
Blastoise: His damage worth noting is all Water damage
Charizard: Primarily Fire damage, his FRLG form has some Wind damage (if you see Flying = Wind), and both forms have back up Non Elemental damage.
Moltres: Primary damage is Fire, he has some Wind (debatable) damage in both forms as back up. His XD form has some Effectively Non Elemental damage through Extrasensory.
Pikachu: All his noteworthy damage is Lightning
Venusaur: Effectively Non Elemental due to the setting (ok, fine, CC Green Innates resist him, and Yellow innates are weak, but that's note the point!)
Zapdos: Primarily Electric damage, has some adequate Wind (debatable) damage on the side with Drill Peck, XD form adds passable Non Elemental damage, effectively in this setting anyway, with Extrasensory
Blaziken: Best damage is Fire, though his Non Elemental (effectively speaking) isn't much worse
Feraligatr: Primary damage is Water, has some passable Non Elemental damage through Slash
Groudon: Primary damage is Earth, has some Fire and Non Elemental damage on the side
Ho-Oh: Most of his damage is Fire elemental (though not all)
Meganium: Being Pokemon Grass, he's effectively Non Elemental
Rayquaza: Primarily Non Elemental, though has some (debatable) wind damage through Fly
Sceptile: Primarily Non Elemental due to Pokemon Grass type silliness
Suicune: Noteworthy damage is Water, though he has Ice on the side through Aurora Beam
Swampert: Most of his damage is either Earth or Water elemental
Typhlosion: All his notable damage is Fire
Alis: Has Fire damage through Fire, if you apply plot elements, and it's her only Magic damage

Rudo: Also lacks Elemental damage!
Shir: Nazan, her best damage BY FAR, is Wind elemental.
Alys: Has Fire and Wind elemental magic damage which is about equal to her physical (which is Non Elemental)

Hahn: Has Fire, Ice and Wind damage at his disposal, though they are noticeable weaker than Astral, his best damage, which is Non Elemental
Kyra: Her best damage is Tandle which is Lightning, though she has only one shot of that, otherwise, her best damage is Non Elemental in Nagra; Nafoi is similar powered fire damage though.
Raja: …he has damage?

SaGa PC Collective: The very nature of the game makes elements moot. In fact, the only character with any element that MIGHT matter is Red, due to Re-Al being part Heat elemental, so it can nail weaknesses.
Angela: Can hit Fire, Ice, Wind, Dark, Holy, and Earth to varying degrees, though her best damage is Non Elemental. Do note that Ice, Wind and Earth are attached to status that, if Absorbed (NOT nulled) won't work. She can hit Lightning in her other 3 classes, but there's never really a case she'll prefer those classes over Rune Master.
Carlie: Evil Shaman form has Fire elemental damage through Demon Breath, Necromancer can make her physical Dark Elemental through Dark Saber, both Sage and Bishop can apply Fire, Ice/Water, Lightning/Wind and Earth to their weapons, with Bishop having Holy as well, AND both classes have Holy magic damage.
Duran: Paladin can make his damage Holy elemental with Saint Saber, Swordmaster and Duelist can make their weapons Fire, Ice/Water, Wind/Lightning or Earth with various Sabers, Duelist can also make it Dark with Dark Saber
Hawk: Rogue form has Fire, Dark, and Holy damage with various Throws he has, Ninja Master and Night Blade have Fire, Water, Lightning and Earth with their various Jutsus, Night Blade adding Darkness on with Black Rain
Kevin: No Elemental damage whatsoever
Lise: No Elemental damage whatsoever
Shining Force (both games) PC Cast Collective: Due to the size of the cast, I am going to only list ones who actually have elemental damage; if they aren't listed, assume no elemental damage.
Alef: Bolt 4 is Lightning and her best damage by far
Anri: Freeze 4 is Ice and her best damage by far
Darksol: Not a PC, so he gets singled out! He doesn't have elemental damage anyway.
Domingo: Freeze 4 is Ice elemental and his best damage by far
Kane: Also not a PC! Also lacks elemental damage.
Mishaela: Not only is she a boss, but she has Elemental damage through Bolt 2, which happens to be her only magic damage
Tao: Blaze 4 is her best damage by far and its Fire elemental

Sarah (ShF2): Blast is (debatably) Wind elemental, and her best damage in the Vicar class

Lucia (SH2): Only element can she use is gaining Fire Elemental physicals from casting Heat Edge
Nicholai: Has adequate Holy elemental damage through Bright Crest

Saki (SH2): Red Cradle is Fire Elemental, and just a bit below her best damage
Veronica: Can hit Water/Ice Wind, Earth and Fire at all about equal power, barring Fire which is a bit weaker, the other three being tied for her best damage.
Edna: Best damage Is Water elemental
Frank: best damage is Holy; he can also make his Physical Holy elemental with Holy Edge, should he desire
Hilda: Can hit any element she wants in her Slim or Curvy form, though Earth is somewhat stronger in Slim form due to Floral Ray. Can also make her physical Earth elemental through Earth Edge.
Mao: Best damage is water, has significantly worse Wind/Lightning and Fire damage on the side, can also make her Physical become Water elemental with Aqua Edge
Natan: Wind is his best damage, can apply said element to his physical via Air Edge, also has Dark damage with Evil Eye.
Ricardo: Best damage is Fire, can make his physical become fire elemental by casting Heat Edge, also has some Wind/Lightning damage with Gale Blast.
Bowser: No Elemental damage
Geno: No Elemental Damage
Mallow: Best damage is Lightning elemental through Shocker, though Star Rain is non elemental and only a tad worse, also has Ice elemental damage with Snowy
Mario: Fire Elemental damage through Ultra Flame, though its not exactly what I'd call good
Toadstool: No Elemental damage
Ashton: Dragon Breath is half Fire, Half Water/Ice Elemental, and almost as strong as Sword Dance (his best damage)
Bowman: His attacks are Fire with his strongest weapon, he can opt for slightly weaker Non Elemental weapons though
Celine: Meteor Swarm is, for the most part, Non Elemental; only spell that comes remotely close is Explosion which is Fire Elemental
Chisato: No Elemental damage innately, but has Fire, Wind, Water/Ice, and Lightning weapons, each progressively weaker than the last.
Claude: Rippler Blast is decent Earth damage, Sword Bomber is much less good Fire damage, Silvance can be equipped to make his main damage Holy.

Dias: No elemental innately; he can opt for a Holy Elemental weapon, but it’s an immense drop from his default weapon (nearly half damage, ouch!)
Ernest: Thunder Whip is Lightning damage and equal to Broken Heart in damage, he also has a Dark Elemental weapon and a Fire + Ice/Water Dual elemental weapon, which are a bit weaker.
Jibril: No Elemental damage worth noting (well, THUNDER CLOUD!!!)
Leon: All his noteworthy damage is Non Elemental
Marsilio: No Elemental damage whatsoever
Nicolus: Noah, which is Water/Ice, is his best damage, and its damage goes along nicely with his HP.
Noel: Earthquake is his best damage and its Earth; anything lower just fails too much to note
Opera: Lightning Blade is iffy Lightning damage, she can opt for a Fire Elemental weapon with a small damage loss, and a Holy Elemental weapon for a not so small damage loss.
Precis: She can opt for a Water/Ice + Lightning + Holy TriElemental weapon, or a Fire elemental weapon, but they're about half as strong as her best, so…
Rena: Star Flare is Holy and her best damage…if you can call it damage <_<
Ruprecht: No Elemental damage worth noting, if any at all

Vesper: Effectively Non Elemental, for the most part
Adray: Can have Fire, Earth, Water/Ice, or Wind/Lightning damage as his best, do note his non Elemental damage is practically non existent

Fayt: He has elemental sword skills to add any of the 4 Star Ocean 3 elements to his physical, otherwise is Non Elemental.

Mirage: Avenger Charge is one of her better attacks and its Fire Elemental
Nel: Has a decent powered Ice Weapon and some Wind Elemental attacks as elemental options if need be

Roger: Star Fall is Fire elemental and its one of his stronger attacks; Fiery Fury is Earth Elemental damage that might end up decent too
Sophia: Meteor Swarm, for all that I have no clue how strong it is in the DL, is Fire Elemental. Gremlin Lair is Earth elemental. She also learns most (if not all) of the basic elemental spells which she can combo into themselves.

As a side note, if someone wants to double check to make sure none of the above posts got HTML eaten, feel free; I have the thing saved on my hard drive, in case of such occurrences, so worry not!

Aika: Her techs are Fire elemental, her physical and spells are Green…I guess that's poison but that doesn't matter, elementally, outside of FFs and like 3 other games
Drachma: All damage is Water/Wind to some degree
Enrique: All his damage is Thunder elemental to some degree
Fina: Her damage is Silver Elemental, I'm not going to get into detail about that
Gilder: All Ice damage to some degree, yada yada yada
Vigoro: All his damage is Fire Elemental
Vyse: All his damage is Fire elemental to some degree
Popoi: Has Fire, Ice, Water, Dark, Lightning, Earth and Wind for elements, but they're somewhat weaker than his optimal damage, Burst, which is Non Elemental, just know they're there
Randi: No elemental damage whatsoever
Bruiser: Damage is Lightning Elemental
Chelsea: No Elemental damage worth noting
Garr: Damage is Wind Elemental; if he tries to go Non Elemental with a different weapon, his damage and skill set drops dramatically

Philia: Best damage is a combination of Fire, Wind, Water/Ice, and Earth, to use one kind of damage would drop her damage dramatically, as well as using Holy damage
Rutee: All her damage is Water/Ice. She can't realistically lose this as it neuters her skill set, and her best legal weapon after Atwight is complete garbage
Stahn: Not ONLY is his Damage Fire elemental, but if he drops Dymlos, he can't use any of his big moves, so yeah…
Chat: Has Ice, Water, Earth, and Lightning damage; how good these are depend on how you see Eternal hammer, those they get progressively weaker in that order.
Farah: Can opt for a Fire and Dark weapon, though they are significantly weaker than her default
Keele: What elements he has depends on your own personal interp; I'm not going to touch up on that here
Max: About half of his big damage, Elemental Master, is equally split between Fire, Earth, Wind and Water, the other half is practically Non Elemental. Also note that Aqua Spiral is equal to said damage but is strictly water, and he has rather meh Dark damage on the side.
Rassius: No Elemental damage
Reid: Can opt for a variety of elemental weapons, though among them, only Water, Darkness and Lightning stand out.
Shizel: Her main damage is Holy Lance, followed by Pluto, at Holy and Dark damage each; the rest is relatively insignificant. Oh, Eternal Finality is Dark elemental too.
Cress: Can hit just about any element adequately between his weapons and techs in both forms
Chester: No Elemental damage really worth noting in either form
Claus: Best damage in ToPo is Non Elemental, though his Holy, Lightning and Dark damage through Aska, Volt and Shadow is passable, ToPe, same deal, except swap Dark and Non Elemental damage around
Arche: Best damage is non Elemental, though she has decent elemental damage in Fire and Water/Ice in ToPo (through Tidal Wave and Explosion…not in that order). ToPe, she has decent Light damage on the side through Extension.
Colette: No elemental damage worth noting
Genis: Best damage on T Side is Lightning through Indignation and on S Side its Holy through Prism Sword , can hit the other elements barring Darkness to varying degrees with his spells
Lloyd: Can get dark damage through Ninja Sword, otherwise no elemental damage worth noting
Presea: Has Earth damage through the Gaia Cleaver (which is also her strongest weapon for pure attack, though apparently, she has a weapon with Man Eater effect which is slightly weaker, and Non Elemental so <.<)
Raine: Her only real source of damage is Holy elemental
Regal: Can opt for Holy damage through Kaiser Greaves
Sheena: Can hit just about any of the 8 main elements to varying degrees through her attacks or weapons, though do note her damage is typically a lost cause (…unless she goes Overlimit…but AHAHAHAH to that happening <_<)
Mithos: Final Form's main damage is Fire through Explosion, though has Holy and Lightning on the side, albeit significantly weaker. His previous form (the one that isn't in a giant robot and typically fails a lot less in general) has mainly Lightning damage through Indignation (which is also 50% stronger than Explosion btw…yeah, did I mention final Mithos sucks?) and his secondary Damage is significant Holy damage through Holy Lance, has Earth and Ice damage through Absolute as well.
Anise: Has Dark, Holy and Wind/Lightning damage to varying degrees
Arietta: Best damage before 50% HP is Dark elemental through Negative Gate, only other damage is Holy through Limited; at 50% HP, strong Non Elemental attacks open up
Asch: Gains decent Fire and Wind/Lightning damage at 50% HP, otherwise nothing
Guy: No real Elemental damage worth noting outside of Mystic Artes, at which point, Razing Phoenix is Fire elemental.
Jade: Can hit all TotA elements barring Darkness but they're kind of fail compared to Meteor Swarm which is Non Elemental, barring Indignation, which is a Mystic Arte
Largo: Gains decent Fire damage at 75% HP, it increases dramatically and becomes his best damage at 50%, as well as gaining Earth and Wind/Lightning at said HP Benchmark; also, Brimstone Tempest is Fire elemental, once he reaches 25% HP
Legretta: Searing Sorrow, gained at 75% HP, is Fire elemental, and her best damage by a considerable amount (barring Inlay Nocturne at 50% HP which is Holy and almost as good), until Prism Ballet at 25% which is her best damage by far and Holy elemental. Oh, her only half decent magic damage is Holy Lance accessible at 75% HP, which is Holy.
Luke: Can hit Holy, Fire, Wind/Lightning and Earth with some of his attacks
Natalia: No Elemental damage worth noting
Sync: Best damage at 75% HP is Earth elemental through Stone Dragon Ascent, at 50% HP, he gains Cyclone Blaze which is stronger and Fire elemental, at 25% HP, he gains Frigid Coffin for Water/Ice elemental damage, at full HP, Thunder Blade is his best damage and its Wind/Lightning, also has Earth and Water/Ice which are a bit weaker
Tear: Her only noteworthy damage is Grand Cross, which is Holy Elemental
Aelia: Crimson Edge, her best weapon by far, has "Damage+90% Fire" which taken literally means it does 90% more damage if hitting fire weakness; from now on, given this can get confusing, I'll just be putting it as "This weapon has Element +%" and you can take that as you will, for VP fighters
Badrach: Last Avenger has Fire +50%, though this isn't his best weapon
Belenus: Ice Coffin has Ice +50%, and is his best weapon
Gandar: Best damage is Poison Blow, which is Non Elemental by these standards; also has Prismatic Missile for Lightning, and Fire Lance for Fire

Surt: Flare Strike, his best damage, is 80% Fire elemental, he also has Sacred Javelin for some Holy elemental damage.
Alicia: A small fraction of her damage is Holy elemental…and I mean really small
Odin (VP2): Capitol Punishment is his best damage, albeit unlocked at 70% HP, is mostly Holy elemental (though not entirely), Absolute Reign and Freezing Spear are partially Fire and Ice elemental in the same way, as is Thunder Fall for Lightning damage
Rufus (VP2): Most of his damage is Lightning elemental, though he has Holy, Fire, and Ice damage to varying, albeit noticeably worse, degrees
Silmeria: Part of her best damage has about 30~ Fire damage attached and 20%~ Holy damage attached
Arngrim: VP2 form has no elemental damage worth noting, VP1 form has +50% Lightning attached to Bahamut's Tear, his best weapon (and this form is generally better too)
Lezard: VP2 PC form relies on Dark and Ice damage for the most part, his Boss form has some elemental damage, but most of it really isn't worth much, his VP1 form (god knows why he'd use that) has Fire, Ice and Lightning usable through Fire Storm, Frigid Damsel and Prismatic Missile at will, the Lightning damage is boosted along with gaining Holy and Dark damage every 3 turns through his great magics.
Alhazad: No elemental damage worth noting
Berserk: Also lacking in elemental damage!

Now, you may be thinking "you left this out for x character!" And well, I did, but for a good reason.  That's because...well, next section title will explain it best (Note that this isn't the ONLY thing covered in this post)

Full Cast Resists
This section, I'm listing casts that have universal equipment that resists elements. It saves a lot of space and generally looks neater than retyping things over and over again. Note that I might accidentally list some of this stuff twice above cause I forgot to delete <_<;

In FF1, Poison is an element but the only poison PC attack is Bane/Scourge, IIRC, which is instant death; make of this as you will. A few enemies have attacks that are considered Poison elemental (if nothing else, Wall/NulAll resists them), so there is an argument for resistance against that if that's the case; just listing for completion.

VP2 doesn't have Poison Elemental attacks, *HOWEVER* a lot of the Earth moves are poisonous by nature (Poison Blow and Poison Shot comes to mind); you can apply Plot elements to those attacks and assume as such. Likewise, as a result, any VP2 character listed with earth resistance/weakness would have that applied to Poison as well, if you view it as such.

Random things to note about why I "missed" some resistances and such!

Chrono Cross PCs and Bosses have a field effect thing going for them. The way this works is every time a spell is cast, part of the field turns that color; this is stackable up to 3 times. When this occurs, spells and techs of the matching color get marginally stronger (wanna say 10% for each level, so 30% tops?) and the opposing color gets weaker (So for every White color on the field, Black spells get reduced.) As such, characters can effectively compensate for their own weaknesses to some extent.

Suikoden 5 PCs all have innate resists with their elemental affinities and what not. However, the actual values are rather minor, from what I saw, just know they're there. It'd also get rather hectic writing out the exact resistance for each and every character.

Skies of Arcadia all have resistances, and some weaknesses for that matter, but the values are 10%. The PCs all resist their innate elements by 10%, bosses do too, though often resist another element (like Vigoro resists Green), and have some minor weaknesses. Again, not a big deal, but just remember that they can exist, if that little 10% makes or breaks a fight.

Ogre Battle Elemental Resistance is one of the most subjective things on here, hence why I left them off the Elemental Resistance section; it'd be easier to just stat topic the resists, and form your own thoughts from there.

Wild ARMs 4 Leypoints. At the start of every fight, 3 of the 6 outer hexes will be one of 4 random colors, and no color is used more than once. These are Red, Yellow, Blue or Green, representing Fire, Earth, Water and Wind respectively. While on these fields, the character gains a 50% resistance to said element, and a 1.5x weakness to the opposing element (so while on Red, you will take 1.5x damage from Water) Also, some attacks are effected by ley points elementally, like Arnaud's (Hi) Blast will suddenly become the element of whatever Ley Point he's standing on (so if he's on Red, (Hi) Blast will become Fire elemental.) This applies to both PCs and Bosses alike, at least the defensive edge; offensively, it's very specific.
