310: I propose an amendment to Rule 207 such that it reads as follows.
Every participant on the board has one vote. All of the penalties and bonuses associated with voting for purposes of playing the game will be reserved solely for those participants designated as players. Finally, the votes of players will count as three votes for determining if a measure shall pass, but will count as one vote for purposes of determining penalties and bonuses.
Reasoning: We just discussed the metagame, and why we don't want to be ruled by it. So, let's make the metagame completely useless by letting everyone vote. You now have no idea how the invisible masses will go, if they'll care, or anything else like that, and that means you can't vote such as to take advantage of sentiment in the topic.
On the other hand, not only will figuring out the score be just as easy as always, but our votes counting as triple worth for deciding if something passes means that if we really want something, we'll be hard to impossible to outvote, which means that control of the game will remain in our hands.
