And this is why we need to consider changing the rule about everyone having to vote, but keeping the rule where not voting nets you -10 points.  Or perhaps we should change that to a permanent counter that acts as -10 away from whatever the current victory condition is.

Sigh...  Yeah, I swear.  The first two or three rounds are probably just there to 'fix' the rules for the current players, with the real game starting once the fixing is done, or someone's just gotten a sizable enough lead from the fixing.  Since I can think of at least two or three other things I could be doing with my proposal, all of them bringing up a fix.

Anyways, since it's my turn, let's get this game moving again.

Proposal 303:
That Rule 105: "Every player is an eligible voter. Every eligible voter must participate in every vote on rule-changes." be made into a mutable law.

Reasoning:

This game will take long enough as is, and the timing is predictable enough that someone can present their vote ahead of time if they so desire.  This means that the ability to introduce a measure to prevent people from holding up the game due to negligence, ignorance, or malice during the voting stage would be a welcome addition.  So long as this rule is immutable, however, no such rule can happen.

Yeah. We need to change it to a mutable law before we can really adjust the game to fix that problem. This is mostly procedural, which is a boon for Excal since it's free points.

Not that I really have a problem with it though.

No, you can't make it mutable and also change it. That would be stupid. Think about why!

Edit: More explicitly, though, the reason you can't do this is because immutable laws can't be amended or repealed, and changes aren't retroactive; that is, you can't change the law until the law is permitted to be changed, and these must be seperate.
