List is not complete or anywhere close. It only includes games I played relatively extensively, with one or two memorable exceptions. List is console games only, for now. Games are alphabetised within tier. All games are judged primarily on their merits as singleplayer games, with the exception of fighting games which are judged primarily as multiplayer. Mario Kart games deserve note for being awesome for both. Eight tiers for now, so... 7-point scale, sure.

The best, 7/7:
Goldeneye 007
Mario Kart: Double Dash!
Mega Man 3
Super Mario Bros. 2
Super Mario Bros. 3
Super Mario Kart (I could give this its own tier, I think - it's the most important game to me, personally, of all time, along with FFT)
Super Metroid

Outstanding, 6/7:
F-Zero X
Mega Man 2
Mega Man 8
Mega Man 9
Mega Man X4
New Super Mario Bros.
Phoenix Wright: Justice For All
Phoenix Wright: Trials and Tribulations
Soul Calibur II
Soul Calibur III
Super Mario Bros.
Super Mario Galaxy
Zelda II: Adventure of Link

Very good, 5/7:
Bubsy: Claws Encounters of the Furred Kind
Destruction Derby
F-Zero GX
Kirby's Adventure
Legend of Zelda
Mario Kart Wii
Mega Man
Mega Man 4
Mega Man 5
Mega Man X
Metroid: Zero Mission
Phoenix Wright: Ace Attorney
Star Fox
Street Fighter 2: Turbo
Waverace 64

Notably above average, 4/7:
Apollo Justice: Ace Attorney
Castlevania: Symphony of the Night
Donkey Kong Country
Double Dragon II
F-Zero
Ghouls and Ghosts
Kid Icarus (NES)
Marvel vs. Capcom 2
Mega Man X2
NBA Jam
Sonic the Hedgehog
Super Contra
Super Mario Land
Super Mario World
Super Smash Bros. Brawl
Super Smash Bros. Melee

Robocop
Sonic the Hedgehog 2
Soul Reaver
Star Fox 64

Notably below average, 2/7:

Mega Man (GB)
Metroid
Mortal Kombat
Mortal Kombat 2

Fully aware that this is an odd question Elf, why is Mario Kart 64 so far below the rest of the series?

This'll take me a while because I'll forget things and come update them later, and because I will then come back later and say "8/10? Was I drunk when I did that?" and smite all my old scores. Indecisiveness + short attention span = bad at making lists.

And mostly no sports games.

Yoinking the Elf's rating system. I like it.

Mario Kart 64 basically introduced a host of new changes I didn't care for. Chief among them:

-The new items were horrible. The blue shell, something I loathe in every Mario Kart game it's in. Dragged items, which make defence brainless.
-Greatly slowed the game down.
-Tracks were boring as sin. Playing MKW reminds me of this, as the MK64 tracks are pretty much the worst in the game, along with Yoshi Falls DS.
-I really hated how karts handled in this game. Tough to put my finger on it.
-Battle mode doesn't work with four people in general, and the maps were too large to make matters even worse.
-Four players, but no way to do four player GP? What was up with that?
-Removing one of my favourite characters from the roster, for a little salt in the wound. Why would you remove a character? Why? I can understand when it's someone like Petey Piranha and nobody cares about you, but it's pretty clear the original eight are core, cared about characters.

Objectively the game isn't -that- bad, though certainly a large step down (just as Double Dash was a large step up). Subjectively I was crushingly disappointed to the abject failure of the sequel to one of my favourite games ever to recapture the magic. Totally failed to make good on the promise added by two extra players, and inferior as a one- or two-player game. Since the list is a highly subjective, I have no problem trashing a few games that pissed me off.

Hmm...sticking with stuff I've played within the past month for now because I don't want to try to use long term memory this morning.

10/10:
Team Fortress 2 (Yeah, on a semi-serious tournament team, and stuff)
Touhou: Subterranean Animisim (My top 5 Touhou bosses probably contains at least 3 people from this game; Parsee's really interesting.  Satori may well be my favourite boss ever.  Koishi has the heart attacks, which are decent candidates for best spellcard ever.  Utusho's miniature suns are hillarious).

9/10:
DJ Hero (I'm...actually liking this more than Guitar Hero; can't go into details until it's released, of course).
Touhou: Imperishable Night (I hate how big the death bomb window is, but otherwise...)
Touhou: Mountain of Faith (The final boss is badly designed with bad music; otherwise good.  Also, has Nitori and has Native Faith.)
Touhou: Embodiment of Scarlet Devil (Needs more focus dot; otherwise good)
Touhou: Highly Responsive to Prayers (It's different and it has really addicting music; might drop eventually, but I'm relatively obsessed with it right now)

8/10:
Touhou: Phantasmagoria of Flower View (Good, but I don't play it that much unless prompted)
Left 4 Dead (Basically in the same boat as PoFV)
Touhou: Phantasmagoria of Dim Dream (This is more of a "I haven't found a big reason why it's objectively worse than PoFV--in fact they seem to be largely the same damn game")
Touhou: Mystic Square (Seems really well-made, I need to play it more, actually).

7/10:
Touhou: Perfect Cherry Blossom (Has a couple interesting bosses and some good music, but whenever I play it I just can't help but get angry at the stupid cherry mechanic.  He makes you wait 30 seconds with nothing onscreen to get rid of your borders at least twice during the normal game.  You get a border like...every card in Extra.  It's not visually obvious when to pop the border before it disappears).
Touhou: Lotus Land Story (seems okay; nothing to write home about).

6/10:
Audiosurf (Ehh, I want to like it, I just can't seem to get into it).

5/10:
Touhou: Story of Eastern Wonderland (Actually kinda crappy).

Figured I'd finally get to making one of these, and its far from complete cause I've played a lot of games, I don't remember all of them, etc.  Why now?  Cause in the past few years, I've actually (re)played a fair number of Non-RPGs so I finally can make one of these.  Basically, its mostly older games that I'll be missing, or in some cases skipping cause I don't even remember how good/bad they were, unless I played the games a lot when I was younger.

Also, why not revive this topic or something <_<?  Tiers are listed alphabetically (if any order at all) cause I don't like having to decide things in that much detail.

Some games, I'm just being general.  This mostly exists for games with absurd number of versions like Street Fighter 2 and what not.  So unless specified otherwise, something like "Street Fighter 2" refers to the entire set of them and what not.

10/10 (Best of the Best, Close to Perfect Games):
Devil May Cry 3
Megaman 2
Megaman 9

9/10 (Merely Exceptional):
Bayonetta
Kirby Super Stars
Megaman 3
Megaman 8
Megaman X4

Goldeneye
King of Fighters 11
Megaman 5
Megaman 10
Megaman Powered Up
Megaman X1
Maverick Hunter X
Soul Calibur 4
Star Fox 64
Street Fighter 2
Super Mario World 2: Yoshi's Island
Super Smash Brothers Brawl
Teenage Mutant Ninja Turtles 4: Turtles in Time

7/10 (Solid Games):
Capcom vs SNK 2
Castlevania: Symphony of the Night
Castlevania: Aria of Sorrow
Devil May Cry
Kirby's Adventure
Legend of Zelda: A Link to the Past
Legend of Zelda: Link's Awakening
Maximum Carnage
Megaman Zero 3
Megaman ZX
Megaman ZX: Advent
Naruto Clash of the Ninja 4 (Japanese only)
Resident Evil 4

Super Smash Brothers
Super Smash Brothers Melee
Tatsunoko vs Capcom
Viewtiful Joe

6/10 (Above Average):
Castlevania: Dawn of Sorrow
Demon's Crest

ooh boy. Tentative work in progress list. Comments added beside some of them for you reading pleasure

10/10 - Personal Favourites
Ikagura: If I could buy this game now, I would. For someone who grew up with plane shooters, this game was the SHIT
Super Mario 64
Biker Mice from Mars: Weird? Of all the racing types of this genre I've played where you race and upgrade things, this was the best one of its kinda. Significant differences across all 6 playable PCs, and was pretty balanced throughout. Throttle was probably the weakest, but even he gets pretty nasty.

9/10 - Very good games. I've Spent tons of time on these basically practicing, replaying, You name it.
Banjo Kazooie: I found it better than the sequel version before things got a lot more complicated. As it was, the old BK brought back fond memories.
Star Fox 64
Donkey Kong Country 2
Kirby Super Star Ultra: Hell yes, KSS, except with some added modes and extra bonus. Gives it that extra boost here
Diddy Kong Racing (64)
Mario Golf (64)
Time Crisis 3

8/10: Pretty good games that have held my attention and I would come back to even today.
Power Stone 2
Rock and Roll Racing
Streets of Rage
Turtles in Time
Sonic the Hedgehog 3 (and Knuckles port): I'm treating the entire thing as one game here. Easily the best Sonic incarnation game
Melty Blood: Act Cadenza Version B
Street Fighter 3: 3rd Strike
Marvel vs. Capcom
Simpsons: Arcade
Yoshi's Island DS
Kirby Super Star
Super Smash Brothers Melee
Super Smash Brothers Brawl
Super Mario Kart: Double Dash
Harvest Moon: Friends of Mineral Town (PSX): The best version of Harvest Moon I've played personally. Whatever that says.

7/10: Solid games which I've had fun with. Some flaws hold them back.
AeroBusters: I grew up with plane shooters. This game is great fun and doesn't throw as much bullshit deaths as Thunder Force 3.
Columns: It's not Tetris, but I grew up with a genesis and Columns was a suitable replacement on some levels.
Megaman X4
Snowboard Kids
Snowboard Kids 2: Cult classic game for me.
Sonic the Hedgehog 2
Tiny Toon Adventures: Acme All Stars
Tiny Toon Adventures: Wacky Sports Challenge (SNES)
Mickey Mouse and Donald Duck: World of Illusion
Legend of Zelda: Ocarina of Time
Super Smash Brothers

6/10: Above average territory. Worth pulling out once in a while
Star Fox Command: The better of the modern SF games. Keeps the original Star Fox formulae for the most part.
Looney Tunes B-ball
Roadrunner and Wile E Coyote: Desert Demolitions: ANOTHER cult classic. It's a hideously short game, but some great moments otherwise.
Tiny Toon Adventures: Buster Busts Loose
Mickey Mouse's Castle of Illusion
Donkey Kong Country
Super Mario Kart 64
Legend of Zelda: Link's Awakening
Marvel Vs. Capcom 2
Harvest Moon 64
Ghostbusters (Gens)

5/10: Average. Noticable problems, but can be fun if you turn away.
Thunder Force III: If you want bullshit deaths for a plane shooter, play this.
Sonic the Hedgehog (Gens)
Sonic Riders
Donkey Kong Country III
Time Crisis
Mario Party (and all subsequent versions)
Mario Tennis (64): Problem with this game when I played it was that the AI falls prey to you if just stick to the net. Human players mimic it, and it ends up being more about luck than anything else

4/10: Below Average. Might pull them up to play, but something about them makes me cringe and basically unable to play it for long.
Donkey Kong 64
Star Fox Assault: On Foot levels is horrible experimental failure. But they have on Rails, and that's done right at least.
Michael Jackson's Moonwalker
Tiny Toon Adventures: Buster's Treasure Island: Inferior to Buster Busts Loose to me. Again, there's some really stupid bullshit the game pulls on you. Especially the last 2 levels with nothing but instant death traps.
Megaman X5
Yoshi's Story: I can see people liking it - I just don't though

3/10: Underwhelming. Basically stuff I would not pick up and play.
DinoLand
Street Smarts
Bubsy 2
Star Fox Adventures: Good god. Don't play this game. It's a Zelda mock up except 10x stupid. The camera is awful, and the abilities are just badly set up over the controls. There's also random stupid fetch quest shit all over the place.

2/10 - Bad
Junction
Lion King
Sonic the Hedgehog 2 (GG)
Ergheiz: Man, I remember playing this at the time and was so hyped for it. The controls are a mess and the camera is no better. Not to mention the original characters  basically have blocky ass motions.

1/10 - LOLOLOLOLOLOLOLOLOLOLOLOLZ
Action 52 in 1: Hay guize. 52 shitty games in 1 is more like it amirite
Batman Forever: Mortal Kombat but with Batman as a sidescroller. Oh also, unless you have the manual, don't bother trying to do special moves. Also cryptic as shit.
Superman 64: The controls are something that you have to see to believe. They're that atrocious
<napalmman> In Suikoden I, In Chinchirorin, what is it called when you roll three of the same number?
<@Claude> yahtzee

<Dreamboum> Everyone is learning new speedgames!
<Dreamboum> A bright future awaits us gentlemens
<Pitted> I'm learning league of legends
<Dreamboum> go fuck yourself
