Should start ASAP. I think it's fine to have a bit of overlap, since very few people are actually playing in a given endgame.

Maybe the next game should begin when the current ont hits LYLO? As a general rule. That would stop too many games starting at once, but it would mean that a new game can begin after the current one has lost enough players.
