Notes
1. Stats and Levels
Stats are at level 55 because that was really convinient, but I basically included charges and swings that could be obtained at level 56 since I finished 57-58. At level 56, a lot of characters gain 1 L4. Note that if you go up to level 59, Roland gains a second swing and Lucia/Yuber/Luc/Sarah all gain another L4.

2. Status Protection
Characters (except animals) can equip Yellow Scarves to immune statuses. This could be viewed as blocking a status of their choice, blocking all statuses, or it could be thrown out.

3. Equipment Choices
I had most fighters opt for the Chief's Hat. It boosts crit and freeze rates.
---MAJOR SUBNOTE: If a character has a Chief's Hat, but no Freeze skill, each physical attack has a 5% chance of Stunning the enemy. I did not list this under each character.

4. Skill Choices
If there was a choice, I generally didn't go with Repel since I take average evasion and if a character is still below average after Repel, it's not worth more than Armor Protect in the DL. Accuracy went to those who were more than 10% below average hit rates against a collection of endgame enemies. Skills are listed as

5. Crit Defense
I took 25% Crit Defense. About 60% of the Endgame enemies I ran into halved crit rates.

6. Stat Inclusion
For the first part, I cut out a lot of extraneous stats. HP, MDEF, and ATK stays unaltered.
DEF: This is PDFx1.5, and is effectively the average defense in game. Each point of this lessens Physical Damage 1 point.
MDEF: Each point of this lessens Magic damage 1 point.
MRES: I averaged which character got Magic Resistance in their default. This is effectively a second type of Magic Defense. Negative means they take more. If they don't have the MRes skill equipped, they 16% more than average.
MEvade: Only present on characters who have the Magic Repel skill, this lets them null magic.
Evasion: Their relative evasion compared to Average. Their raw evasion (not compared to average) is in parenthesis.
Accuracy: Their accuracy compared to average hit rates.

7. C6 PCs and Non-Stars
Made two averages, one of which separated C6 PCs and Non-Stars. C6 PCs are after game, while Non-Stars are joke characters that weren't even deemed worthy of getting a star. In a Suikoden game. They also are the only PCs who you don't have to recruit to see all the perspectives.

A note on Accuracy skill. It's enemy repel disruption rate only works against enemy Evade skill. Evade only. The disruption pecentage is how much chance it'll ignore the Evade skill completly, not how much it decuts Evade's boost.

Another note, Open Gate and Empty World are physical. Open Gate is thrust element and Empty World is shooting projectile elemnt.

SWING

Going with the idea of allowing Suiko characters to use storebought runes if they have an 'affinity' for it. Naturally reaching rank A or higher for the related innate skill counts as 'affinity'. If a character has a fixed skill slot used by a magic affinity skill, I also allowed them rune because one of their precious skill slots is being used up by it, so they might as well take advantage of it, even if their affinity isn't higher than rank A (affects a lot of Shield Rune-users). Pale Gate and Blinking runes aren't storebought, so they aren't considered here (sorry Connie!).

Hmmm.  I don't like what this'll probably do to the rest of the series, but III looks more interesting.  Discounting people who, as Djinn noted, already have or can't use their affinities.

Breakdown

Alanis- Alanis isn't really salvagable no matter what we gave her (barring, say, Heavy Armor and the True Fire Rune).  But she's not going to say no to those Kindness Drops charges.  Moves up in Light, but not much.

Belle- Doesn't get much.  As in Fire and Earth are pretty well useless in the DL; Wizard Hat still leaves her with one shot of base 1050 damage at a whopping 68 speed (slow as fuck level), while EQ is even worse, 1080 base at 87 speed.  Shield Rune at least gives her shaky odds at Suikoden Berserk (hey, free 1.5x damage is free 1.5x damage) and some healing.  Improves a bit in Light, but doubt she swings Middle.

Connie- Well, she's already Doglike, giving her healing doesn't change much~

Elaine- A in Lightning gives her two or three shots of 1215 base (this should 2HKO) at 61 speed (slow), plus another shot of slightly stronger, slightly slower damage.  She likes this, although she probably stays where she is because, due to Fire Rune's suck, she's probably overranked in Middle right now.

Estelle- With a Wizard Hat and her (locked) Lightning Ring, Estelle ends up with 2 S ranks!  Since she has a Rage Rune (about twenty times better than the base fire rune, and moreso in the DL) she can really use either Fire or Lightning without significant loss either way.  Soooo basically she's less spoilable.  Wind Rune is a shot to the arm, since thanks to Wind of Sleep she can actually use that healing despite her Pdur.  Clear Middle, although she was already arguably underranked in Light.

Juan- Without an L4 slot, Fire Runes are extra super duper hilariously worthless.  Doesn't want to waste the time equipping one.

Kenji- Earth Runes, as previously noted, are useless in the DL.  Kenji was already useless, so uh I guess it fits.

Luc- Luc would kill to be able to compliment his True Wind Rune with a REGULAR Wind Rune for Wind of Sleep.  Anything ELSE you give him is just elemental variety.  Anyway, WoS just gives Luc more tools in Heavy and... probably make him champ level rather than just okay.

Mel- Mel gets the biggest bump of the cast.  Goes from 4HKOs off blah stats to slinging 1350 base off 30 speed... in other words, fast 2HKOer.  Still has durability woes, but still should be able to smash her way past Middle into Heavy.

Nei- Nei gets some options, but sadly they boil down to "healing and maybe Berserk, yay".  Still, I guess she's uh faster Aila with more shots of healing but no Freeze.  Probably an even trade all in all.  Lowish Middle methinks.

Percy- Not really a big change for him.  Shield's healing runs off the previously wasted L2 slot, and Berserk can't HURT, but not a deal breaker by a long shot.  I forget if he's in Heavy or Middle now, stays on that border.

Queen- Whooo healing.  I think she's still in Middle by some miracle, probably still deserves a downgrade but not as bad.

Rico- See Percy, except y'know Percy still has defense and evade without healing, Rico has nothing.  Light.

Rody- Arrggghh.  I do not remember how much damage SoM added on base. I do know that Rody's so bad to start with that he's really, really trying to come from behind here.  As previously noted Wind Runes tend to be a one division increase on principle, and that's still true, but with a B+ as his best attack magic grade he probably breaks even between that and SoM.  Still, probably a low Middle of some kind.

Ruby- Shield, yay!  As I recall, Ruby's a borderliner due to Freeze anyway, so probably a low Middle.

Salome- Shield, yay!  Again, compliments Water Rune decently, stays where he is.

Sanae Yamamoto- Shield, yay!  Healing plus a shot in the arm to her damage probably brings her up to Middle level, though not a good one.

Sarah- Hard to say.  As alluded to with Estelle, the basic Lightning Rune is for DL purposes (... and in-game frankly) comperable to the advanced Fire Rune, Rage.  So  swapping out to the standard Lightning Rune off the effective A+ is a boon; better damage off a lower spell charge (ie more uses) and faster to boot... *calculates* 51 speed on Soaring Bolt, so still below average but no longer abysmally so.  However, conspicuously absent from that list is Wind, meaning she lacks the +1 Rune.  Anyway, sluggish 2HKOer with her durability, even backed by healing, feels borderline.
(Oh.  Her default Flowing Rune is locked onto her Head.  Pale Gate is a Head-only rune.  Yeah, she gets an S in freaking summon magic and CAN'T EQUIP IT.  Plot powers I guess or something. So yeah, you're correct in remembering that she couldn't use a Pale Gate even if she had access to it.)

Shabon- Thanks to WoS, she could probably get away with alternate sleep/heal/FIRE usage and kill someone magically if she absolutely had to (like, I dunno, Oswin or something)... unless she lacked an L4 slot altogether (if you don't get an L4, you don't have enough L3s to kill anyone with Dancing Flames by any stretch)?  I forget.  It's not a big difference to her.  On the other hand she's already underranked, so Middle.

Thomas- Wind Rune == +1 Division.  Middle.  Utter WHORE of one too, since even without WoS?  Healing on his evade game is mean.

Toppo- since I'm bored at this point, I'll take the time to note that Jongleur does nothing in the DL.  BETTER FOR TEAM MATCHES YESIU.

Twaikin- Earth Rune is useless.  I mean, if he had multiple L4 slots, he could use it against the physically immune (slow as the fucking EQs are, he ain't dying while they resolve).  But I'm pretty sure he's just at the high end of 1 L4 slot.  So yeah, useless.

Vikis- Wind Rune == +1 Division.  Viki even gets the satisfaction of multiple Funeral Wind castings, meaning most people would see that actually kicking the ID in.  Better than the Suikoden IV form?  Probably, Sleep lets her kill things via damage eventually.  Middle.

Yuber- Well uh... maybe SoM makes his average physical OHKO?  I doubt it.  Not really significant.

So yeah, fun exercise.  The extra wind whores changed things up more than I thought when I started, but as predicted the only winner on damage is Mel.  But I am totally fine with this *hands Mel TLR*

Of course, I didn't test anything before Ch 5, but I didn't basically look around at most everything you could fight around then to get the area of where crit defense falls. I'm not sure that Ch 5 is completely out of line with the general jumps that the game would have in that manner (Nor should Copper Suns to be the end determinant of everything).

All storebought runes?!?!! Yeah, no, not going to add enough information to triple the already insanely long topic length. But uh...I'll add Shield Runes for people who have the skilled locked! Unless you mean going off of Djinn's list down there.

I could do some kind of final average, but honestly, the change would be miniscule. Storebought means Lightning/Fire/Water/Wind/Earth (Well, also Killer! However, I'd shy away from Killer for the same general reason I shied away from adding an extra damage average in the first place: Basically everyone is running around with a rune of some kind, most of them being physical ones runes! Unlike the other Suikos where about 33% of the cast has a rune to start or something).

However, of that list, only Lightning is going to have any effect on damage, and for a lot of people it's going to be slow. Well, there is also SoM. I can certainly take a look using the same criteria I did for the S1/S2/S4 averages (Which already have at least some version of the Rune included averages!). Of course...means people need to pick up an extra skill and therefore need to drop another. So...maybe not in this case. So many runes in the game already+Runes are worse in comparison to other games+Runes will sometimes have tradeoffs over normal attacks in multiple ways!

Thing is that the only enemies that I've saw in C5 (and I spent a lot of time in C5 last time I played S3 early this year due to sandboxing for fun and profit) that were even noticeably crit-resistance were the undead-themed ones... which -just happen to be practically -all- you fight in the very final dungeon-. C5 upgrades randoms in just about half the locations in the whole game and taking crit resistance stemming from a single enemy type that just happens to be abundant in one dungeon at the entire breadth of endgame when there are a wealth of places containing enemies with the same power level overall seems a bit unfair to me.

Only 1/3 of the enemies in the final dungeon are undead, but they all have notable crit resist. I did get a general scope of enemies outside of the final dungeon and a pretty good number of them also had decent crit resistance. As I noted in the first post, about 60% of the enemies I was running into endgame had crit defense that was solidly above what I took in the topic which I why I'm pretty solid on C5 stuff. Of course, I have absolutely no idea what those numbers look like before C5, so it is a completely crazy spike I could understand that argument.

And what I -am- trying to tell you is that yes, that -is- a crazy spike. In just about every other dungeon in the game even at endgame, enemies don't have that level of crit resistance. I guess that applying a degree of it is fine, but 25% is too high and unrepresentative of criticals in the rest of the game.

Sweeping Edit 1 is done!

Changes in Enacted:

Accuracy subbed into skills were it would generally be wanted. Took the place generally of Mres or sometimes evasion for people who didn't have much of it.

Generally slid a few other skills around. Notable changes were more evasion for Lucia/Mel/Sanae at the cost of damage.

Switch some people over for more defense for a default. The general types I switch over were:
--People who had 1 Swing and Custom Helms
--People with healing and Custom Helms
--People with healing and no notable amount of evasion and only 2 swings.
Most of the other either had evasion to temper less defense, really want whatever their default helm is for damage, or/and have 3 or more swings and therefore can get a lot of utility out of the stun effect.

New kill point is 1760 (Down about 5% off the previous). New effective defense average is 260 (Up 7 from the previous).

Next edit I'll be looking at testing crit resistance in Ch4 to see how it compares, looking at Counter rates for people with the Counter skill (Ayame, Duke, Edge, Hugo, Joker, Percival, Sanae, Watari, although don't expect Duke or Joker to gain any utility from it!), Continual Effect (This is serve to temper some of accuracy issues on damage, although will only apply to about 4 PCs so the effect will be slight), and throwing in Shield Runes for the people to have locked Shield skills and I suppose note approx Lightning stuff for Mel (and uh...I suppose I could see throwing Wind for Thomas too, as A+s are rare.)
