It is.

1-2. You rescue Paula when you first get her, then she gets kidnapped twice more throughout the game. For the last half, though, she goes unabducted.

3-4. She gives you the Franklyn badge and got Ness to go to Happy Happy Village by talking to him in his dreams. In Threed, when Ness and Paula are trapped, she's the one who gets Jeff over to rescue them.
