1. Declared himself emperor. The seller of shoes thing is a referance to Liu Bei who was often insulted early on for being a seller of shoes and mats.
2. When you defeat him he'll ask to let him go, refuse and he'll say the same thing and he'll do this 3 or 4 times. Eventually you'll break the loop and kill him.
3. Destiny of an emperor an rpg is what he first appeared in game wise where he was really a character (ROTK1 came before but he was just another generic officer). He now appears in dynasty warriors and ROTK where he is given usually at least one chapter/mission to shine in as the big bad.
4. Puting the crap I watched to use. Ikki tousen/Battle vixens plot is too retarded to explain but basically Yuan is in it as the leader of the school the main character is at. You soon learn that Yuan has been dead for a while and the local backstabber has been pretending to be him.

Wierd, definately remember Yuan Shu getting his moment of glory in RotTK. Wait... no, that was Yuan Shao, wasn't it. Regardless, it's the guy in the north that Tsao Tsao eventually beats up.
