Edge has a hell of a lot of success in Heavy to this point with his usual blitz tactics- in fact, Edge bested another Pokemon legendary in Groudon the last time he appeared with surprising ease. Ho-Oh has no protection against Edge's status attacks, and his defenses are useless against his Fuma shurikens that will follow on the heels of a Catclaw strike. It takes more than being merely 'legendary' to stop or even slow down a troublemaker like Edge!
