Flonne has half average damage (i.e. 5HKO) and only seven shots of it after which she literally does not break defence, game-worst HP, and average speed. Ramus has bad damage (don't think it's quite as bad, though) that is at least unlimited and below average speed, but above average durability. Neither can win much of anything but they're both a pile of stats and Ramus' are less horrible, he can probably beat the weakest VP mages for instance? More to the point, he beats Flonne head-to-head without much trouble, it's probably a 6HKO vs. a 4HKO.
And yeah, the fact that he doesn't gain stats after he leaves is pretty irrelevant to me. He could just as easily start gaining 1 hit and 5 points a level in every stat at Level 30 onwards and this would have zero impact on him in-game.
