I can see it, yeah. Abomsnow was one I was already eyeing as a probable anti-rain choice (being slower means Hail gets priority, grass type means resisting two of the attacks Kyogre usually has onhand: Thunder and Water Spout, and Wood Hammer mauls Kyogre). Besides, Abomasnow did show up often enough in 2009, and is considered viable in 1v1 ubers.
Now, I didn't expect Blizzard spamming, but...Blizzard in Hail is almost as damaging to an average target as Surf in rain...with the slightly lower damage being counterbalanced by the "all enemeis" targetting instead of "all others" targetting. Additionally, against the 10 allowed high-ubers, Blizzard hits weakness on 5 of them, neutral on 4 of them, and is resisted only by Kyogre. (Compare to water as an attack type, which is resisted by 6 of them). So...sure, given that in previous years "get rain, spam surf" was more or less viable, it shouldn't be too surprising to see "get hail, spam Blizzard".
