The record for the start of puberty in females is... oh  hell, toddler age IIRC. It's pretty bad.

Noteworthy, however, is that the problem is not the human body sending the first hormonal trigger--the problem is that a lot of pesticides used in third world countries look like female hormones to the human body, so they release the trigger on female puberty.  7-year-old girls with boobs aren't uncommon in third world countries, and you'd never see that in a first-world country.
