Godlike:

Yuri Volte Hyuga (SH1) vs Ryu (BoF3)- Ryu's a bit of a slow starter. I don't think Yuri is ever not your best PC by a large margin.
Revya (SN) vs Falsetto (ES)- May vote on this. We'll see.
Rolf Landale (PS2) vs Lich (OB)- Rolf's good, but Lich shatters the world.
Cidolfas Orlandu (FFT) vs Deis (BoF2)- Kneejerk.

Heavy:

Nina (BoF4) vs Shania (SH2)
X (MMXCM) vs Terra (FF6)
Arnaud G. Vasquez (WA4)
vs Jerin (Lufia 1)
Princess Toadstool (SMRPG) vs Ephraim (FE8)

Middle:

Albert Serdio (LoD) vs Guy Cecil (TotA)- Guy's a Heavy to me.
Bowser Koopa (SMRPG) vs Vitali (SN)- MT full party healing is too useful.
Aika (SoA) vs Luc (S2)- Delta shield>all.

Light:

Moulder (FE8) vs Gilder (SoA)- Sucks less.
Cyan Garamonde (FF6) vs Duran (SD3)- Um.

Onix:- Vote for the worst of the two in this division.

Sneff (CC) vs Malak Galthana (FFT)- Sneff is pretty irredeemable. Malak's not the biggest failure in his cast.
Mime (FFT) vs Maria Balthasar (On foot, XG)-Mime has use in theory iwth level up/down. Maria on foot I can't ever imagine using.
Ornan (S4) vs Dragon Master (OB)- Ornan's suck at least doesn't involve you sinking in a rare item and most of the game in leveling to see him.
Koroku (S3) vs Edward Damcyan (FF4)- Don't think treasure hunter is more useful than Edward's 'fighting' abilities.

Godlike:

Yuri Volte Hyuga (SH1) vs Ryu (BoF3) Good match, two very good characters from games with similar difficulties. I think Yuri might be better early, but Ryu is better late.
Cidolfas Orlandu (FFT) vs Deis (BoF2) Orlandu breaks the game harder, but Deis is around for much, much, longer.

Heavy:

Nina (BoF4) vs Shania (SH2) I think? This one is also really close.
Arnaud G. Vasquez (WA4) vs Jerin (Lufia 1) Easy
Princess Toadstool (SMRPG) vs Ephraim (FE8) FE8 would still be incredibly easy without Ephraim. I'm not sure SMRPG would be easy without Toadstool.

Middle:

Bowser Koopa (SMRPG) vs Vitali (SN)
Rei (BoF3) vs Arche (ToP)

Light:

Goto (MK2) vs Zhuzhen Liu (SH1)- MK2 battle system wins this for Goto. Goto is pretty bad, but every character makes the overall team that much better. The initiative swap in is also nice.
Cyan Garamonde (FF6) vs Duran (SD3)

Onix:- Vote for the worst of the two in this division.

Sneff (CC) vs Malak Galthana (FFT)
Koroku (S3) vs Edward Damcyan (FF4)

Godlike:

Cidolfas Orlandu (FFT) vs Deis (BoF2) - Sure, availability wins out here I guess.

Heavy:

Princess Toadstool (SMRPG) vs Ephraim (FE8) - Both break easy games in absurd fashion.  Silly as Eph is though, Toadstool's healing is just sillier.

Middle:

Rei (BoF3) vs Arche (ToP) - Eh, sure.

Light:

Cyan Garamonde (FF6) vs Duran (SD3) - Being LVP in SD3 means more than being a bad non-Umaro FF6 PC.

Onix:- Vote for the worst of the two in this division.

Sneff (CC) vs Malak Galthana (FFT) - It's Malak.
Mime (FFT) vs Maria Balthasar (On foot, XG) - What.

Godlike:

Yuri Volte Hyuga (SH1) vs Ryu (BoF3)- Wake me when we get to Ryu 3 vs Yuna.  THAT'S a match.
Revya (SN) vs Falsetto (ES)- No vote.
Rolf Landale (PS2) vs Lich (OB)- No vote.
Cidolfas Orlandu (FFT) vs Deis (BoF2)- I play FFT in  a bizarre, pseudo-DL fashion which really spikes Orlandu's awesomeness.  Deis still feels comperable, and is around for longer.

Heavy:

Nina (BoF4) vs Shania (SH2)
X (MMXCM) vs Terra (FF6)- Mm.  Strike me as fairly similar; the best characters in casts with fairly competitive top tiers.  Terra has some slight availability issues versus X, so I'll hand it to him.
Arnaud G. Vasquez (WA4) vs Jerin (Lufia 1)- No vote.
Princess Toadstool (SMRPG) vs Ephraim (FE8)

Middle:

Albert Serdio (LoD) vs Guy Cecil (TotA)- Kneejerk.
Bowser Koopa (SMRPG) vs Vitali (SN)- Different ends of Middle, methinks.
Rei (BoF3) vs Arche (ToP)
Aika (SoA) vs Luc (S2)- Luc can be replaced, although not necessarily by people better at what he does (comperable, though).  Aika less so.  Also, this is... the last close match she'll have.  Aika for champ it is.

Light:

Moulder (FE8) vs Gilder (SoA)- Hm.  Both are really pretty similar, people good when you first get them you probably won't ultimately use at the end.  Hmm.  thinking on it, I guess you get another healer in a shorter amount of time than the bits where you have to use Gilder.
Massimo (MMXCM) vs Junpei Iori (Pers3)- Again similar warm body use... I dunno.  I think I'd take Massimo over Cinnamon while Junpei is LVP.  Yeah, feels right.
Goto (MK2) vs Zhuzhen Liu (SH1)
Cyan Garamonde (FF6) vs Duran (SD3)- No vote.

Onix:- Vote for the worst of the two in this division.

Sneff (CC) vs Malak Galthana (FFT)- By virtue of CC being an easier game, if nothing else.
Mime (FFT) vs Maria Balthasar (On foot, XG)- Maria must be used in one dungeon, which is so filled with gimmick enemies that she's not really even a liability (they don't really attack until you start hitting them, so her speed is irrelevant, and her attack spells do enough damage to knock out the weaker ones and contribute on the tougher ones).  Mime you have to spend the entire game training for, and when you finally unlock the damned class, you undoubtedly had a better setup getting there than you can actually make with an FFT mime, from what I understand of their mechanics.
Ornan (S4) vs Dragon Master (OB)- No vote.
Koroku (S3) vs Edward Damcyan (FF4)

Godlike:

Yuri Volte Hyuga (SH1) vs Ryu (BoF3) - Good match, but Ryu3 solos the game. Yuri is 'merely' MVP by a wide margin.
Revya (SN) vs Falsetto (ES) - Falsetto is broken good, but... Violetta and March can fill her damage role almost as well (until postgame where Falsetto becomes a self-comboing badass in a team-comboing game)... and they are available more often, and in the harder parts of the game (lol ES difficulty). Revya has Fusion abuse, Home bonuses, Demon Blast, and damage of the gods combo attacks with every PC, and is always around and always good. Could see kneejerking against giving him credit for some stuff due to system, but these seem like Revya's strengths, unlike say... summoning.
Rolf Landale (PS2) vs Lich (OB) - Gut feeling is that playing PSII without Rolf would make me cry, while you don't need Lich abuse to break OB.
Cidolfas Orlandu (FFT) vs Deis (BoF2) - *throws hands up in the air* No clue. They fill the same niche equally well!

Heavy:

Nina (BoF4) vs Shania (SH2) - Shania's kinda meh to me.
X (MMXCM) vs Terra (FF6) -
Arnaud G. Vasquez (WA4) vs Jerin (Lufia 1)
Princess Toadstool (SMRPG) vs Ephraim (FE8)

Middle:

Albert Serdio (LoD) vs Guy Cecil (TotA) - 'Best for soloing the game' pushes him ahead slightly.
Bowser Koopa (SMRPG) vs Vitali (SN) - Superpowered version of the best class in the game is better than Terrorize.
Rei (BoF3) vs Arche (ToP) - Indignation > Weretiger
Aika (SoA) vs Luc (S2) - Upgrade.

Light:

Moulder (FE8) vs Gilder (SoA) - Could upgrade! Moulder... not so much.
Massimo (MMXCM) vs Junpei Iori (Pers3) - Longer period of 'useful as a warm body!'
Goto (MK2) vs Zhuzhen Liu (SH1)
Cyan Garamonde (FF6) vs Duran (SD3) - For all that Duran isn't that bad, Cyan's early performance is actually notable while Duran is always meh.

Onix:- Vote for the worst of the two in this division.

Sneff (CC) vs Malak Galthana (FFT) - diaf.
Mime (FFT) vs Maria Balthasar (On foot, XG) - Frue Onix Finals. Mime is terrible, but you can go the whole game never seeing it! Maria is a forced liability in one dungeon and I will never forgive her.
Ornan (S4) vs Dragon Master (OB) - Useless OB class is worse than 'at least if you recruit me you get the 108 stars of destiny bonus'
Koroku (S3) vs Edward Damcyan (FF4) - Edward has some warm-body use, though this is horribly close.

Godlike:

Yuri Volte Hyuga (SH1) vs Ryu (BoF3) - No contest to me. It'd take the likes of Yuna to make me vote against Ryu3.
Rolf Landale (PS2) vs Lich (OB) - Lich probably trivializes the game more, but... Rolf just feels absolutely essential. Not only he is the best PC, he is one of the only good PCs you get in PS2, and he's absolutely amazing at all fronts that matter.
Cidolfas Orlandu (FFT) vs Deis (BoF2) - I guess.

Heavy:

Nina (BoF4) vs Shania (SH2) - um.
X (MMXCM) vs Terra (FF6) - Gutchecking. Terra's more outstanding at what she does, I feel.
Arnaud G. Vasquez (WA4) vs Jerin (Lufia 1) - Arnaud fucking rules.
Princess Toadstool (SMRPG) vs Ephraim (FE8) - God, Eph is just so broken. This is a good match even so (and I'm pretty sure both deserve Godlike in this tourney), but man. And I'm not sure SMRPG would still be hard without Toadstool - there's enough equipment cheese and Geno for smacking stuff bad.

Middle:

Albert Serdio (LoD) vs Guy Cecil (TotA) - This is the match of "wherever the wind blows" for personal use.
Bowser Koopa (SMRPG) vs Vitali (SN) - Different tiers of Middle indeed.
Rei (BoF3) vs Arche (ToP) - Close, honestly. But I feel Arche's near domination of the midgame, where the game's at its hardest, matters more to me.

Light:

Massimo (MMXCM) vs Junpei Iori (Pers3) - Junpei is pretty pointless in basically every niche he has besides being a warm body in the very early game. Massimo's damage has its place.
Goto (MK2) vs Zhuzhen Liu (SH1) - Better warm body. Goto sucks, but being a fifth support body is more valuable in MK2 than you'd think.
Cyan Garamonde (FF6) vs Duran (SD3) - Possibly more redundant. But definitely less underwhelming.

Onix:- Vote for the worst of the two in this division.

Sneff (CC) vs Malak Galthana (FFT) - JESUS CHRIST
Mime (FFT) vs Maria Balthasar (On foot, XG) - Mime is one of the worst things ever.
Ornan (S4) vs Dragon Master (OB) - THIS IS TOTALLY WORTH A TIER FOUR PROMOTION ITEM AW YEAH
Koroku (S3) vs Edward Damcyan (FF4) - God, Onix owns most of this week's fights here.

Godlike:

Yuri Volte Hyuga (SH1) vs Ryu (BoF3): Kneejerk. This is pretty close. But... Ryu would be the best character without dragons. Yuri notably suffers a bit if you miss Sandalphon + SR because you want Alice's healing at least as much as him then.
Cidolfas Orlandu (FFT) vs Deis (BoF2): They're fairly similar late, but Deis at her first recruitment goes beyond that I think.

Heavy:

Nina (BoF4) vs Shania (SH2): Man. Unsure. Kneejerk is Shania. Nina would be perfect but her ST damage and HP are both unimpressive. Shania would be perfect but she could do with better turn 1 speed and her skillset does lack... uh, Arc Cure is the only notable thing I think? On the whole Nina's lacks feel more notable. Not to mention Nina is reliant on Ursula for her true offensive hax (though you can never argue with the healing, speed, and AP pool).
X (MMXCM) vs Terra (FF6): Textbook 8/10 vs. textbook 9/10. X needed two-hit weapons or a little more oomph on Charge Shot or Zero-level damage to really seal the deal as an elite PC. This isn't to say he isn't a solid Heavy, but damn, this division has gotten tough now.
Princess Toadstool (SMRPG) vs Ephraim (FE8): If Toadstool was as good early as she was late... but she isn't. Yarid OHKOing her without Geno Boost is a bit of a testament to her problems, and her damage sucks before the frying pan. Her skillset is still amazing, but this is Eph she's against.

Middle:

Albert Serdio (LoD) vs Guy Cecil (TotA): Acknowledge Guy's objective uses but to me he was very much just another fighter. Same's true of Al, but... Rose Storm + Gust of Wind Dance midgame hax. Feels more notable.

Light:

Cyan Garamonde (FF6) vs Duran (SD3): Two things are notable about Duran: sabres (somewhat) and HP. Cyan has... basically nothing notable about him at all besides "does more damage than Locke in the WoB" and some MT wind nonsense which Gau and Mog are much better at. This is without touching on his WoR where I kinda suspect he may even be LVP; at least Umaro brings SOMETHING unique to the table, all Cyan has is a 25% undead-ignoring ID weapon which is just as easily used by Terra/Celes/Edgar and Mog/Gau have even better such options and then X-Zone exists and Cyan, you fail.

Onix:- Vote for the worst of the two in this division.

Sneff (CC) vs Malak Galthana (FFT): Sneff didn't seem THAT far behind the CC curve. Malak has a useless class, a terrible starting faith, and no notable JP at the start of Chapter 4.
Mime (FFT) vs Maria Balthasar (On foot, XG): Mime vs. Adam finals hype.
Koroku (S3) vs Edward Damcyan (FF4): The only thing Koroku has is the dog unite, which involves using five of the worst characters in the game. Of which he is the worst, period (while, Koichi is almost as bad). He's probably the worst PC in a Suikoden game, which is always damning. Edward at least has status harps, as terrible as he is (auto-hide suuucks and has me considering voting for him after all this ranting ANYWAY).

Erwin Schrödinger will kill you like a cat in a box.

Godlike:

Yuri Volte Hyuga (SH1) vs Ryu (BoF3): Outside of some WRPG obscura, Ryu3's the single most powerful charatcer I've used in an RPG. Sorry, Yuri.
Cidolfas Orlandu (FFT) vs Deis (BoF2): Bit more impressed with his skillset. Brings the excalibur, even if you don't give him credit for wielding it.

Heavy:

Nina (BoF4) vs Shania (SH2)Another really close one, but Nina4 is an MVP, while Hilda's better than Shania. Both are about equally important though. Silly SH3 balance...
X (MMXCM) vs Terra (FF6): X is a little too balanced and boring in his goodness. Great all-rounder but he can't dominate like Terra can sometimes.
Princess Toadstool (SMRPG) vs Ephraim (FE8): Item healing being as good as it is in SMRPG tilts this for me. It takes some work but Toadstool ultimately can be done without, and she's no offensive powerhouse.

Middle:

Bowser Koopa (SMRPG) vs Vitali (SN): eh heh heh heh.... yeah....
Aika (SoA) vs Luc (S2): Similarly skilled in using mops, but Delta shield puts Aika over. They're both heavies though.

Light:

Moulder (FE8) vs Gilder (SoA): Gilder's always kind of extraneous, not very strong and Aika and Enrique are better shielders. Moulder can be essential if the RNG plays hell with you enough.
Goto (MK2) vs Zhuzhen Liu (SH1): Strong early sweeper and some backup healing > Goto.
Cyan Garamonde (FF6) vs Duran (SD3): Can do some minor utility stuff and take hits well. Cyan belongs in Onix.

Onix:- Vote for the worst of the two in this division.

Sneff (CC) vs Malak Galthana (FFT)
Mime (FFT) vs Maria Balthasar (On foot, XG)
Koroku (S3) vs Edward Damcyan (FF4)

Yuri Volte Hyuga (SH1) vs Ryu (BoF3)
Revya (SN) vs Falsetto (ES)
Rolf Landale (PS2) vs Lich (OB)
Cidolfas Orlandu (FFT) vs Deis (BoF2)

Heavy:

Nina (BoF4) vs Shania (SH2) - Actually exists in the game listed.
X (MMXCM) vs Terra (FF6)
Arnaud G. Vasquez (WA4) vs Jerin (Lufia 1)

Aika (SoA) vs Luc (S2)

Light:

Moulder (FE8) vs Gilder (SoA)
Massimo (MMXCM) vs Junpei Iori (Pers3) - Junpei isn't even that great as a warm body since if something hits weakness on him you're screwed.  There were times when he actively hurt the team even if he was a "free warm body".
Goto (MK2) vs Zhuzhen Liu (SH1)
Cyan Garamonde (FF6) vs Duran (SD3)

Heavy:
X (MMXCM) vs Terra (FF6) - Pretty sure. Terra's consistently a top choice in a cast of 13. X is sometimes not even the third choice in the active party for me.
Princess Toadstool (SMRPG) vs Ephraim (FE8) - I've done playthroughs without using Toadstool, and you know, MT healing is replacing with Elixirs and Megalixirs. Sure, they cost money, but you don't end up having to use it every battle. And status is SMRPG is usually trivial. Eph on the other hand destroys his game stupidly so that he literally doesn't need an army to back him up outside of a few rare occasions.

Light:
Massimo (MMXCM) vs Junpei Iori (Pers3) - Junpei doesn't get decent until way too late. And even then, you have other options and he still has to compete with better PCs. Using him late means you have to support deadweight for a while since he kinda sucks before he gets his money skills. Massimo on the other hand, doesn't suck when he starts out and provides a lot better use during his initial chapters.
Goto (MK2) vs Zhuzhen Liu (SH1) - uh...this is weird. Zhuzhen is better objectively to me (early use + decent use out of early skill set). But see what Snow said. Being a warm body in MK2 > Being a warm body in SH1 which is what Zhuzhen pretty much is. I'm not sure if Goto wins since it might just be a trait of MK2's battle system instead of Goto being actually better. Whatever.

Onix:
Sneff (CC) vs Malak Galthana (FFT) - The worst CC has to offer is still usable to some degree without drastically hampering your party. Malak...he starts off with low J.Levels across the board and the only time he's ever going to be useful is against those low faith enemies which are far and inbetween.
Mime (FFT) vs Maria Balthasar (On foot, XG) - Secret third party vote to dunk Super in acid before setting him on fire.

Lowest randomly generated Faith is 45, which really isn't good enough to make Untruth potent (setting side its randomness issue).

Godlike:

Yuri Volte Hyuga (SH1) vs Ryu (BoF3)-Only time Ryu3 isn't Bluelike is when the game is too easy to matter
Cidolfas Orlandu (FFT) vs Deis (BoF2)- Yeah gamebest all game works.  BoF is really good at making only 1-2 people matter and everyone else suck.  (Except BoF1 which lets you merge a lot of the suck!)

Heavy:

Arnaud G. Vasquez (WA4) vs Jerin (Lufia 1)- Arnaud has cool tricks, but he lacks the super damage or super healing that you need in games.  Raquel and Yulie don't typically need his awesome tricks to smash shit.
Princess Toadstool (SMRPG) vs Ephraim (FE8)- You actually need Toadstool, Ephraim just smashes what is already by far the easiest FE game.

Middle:
FAIL

Light:

FAIL again

Onix:- Vote for the worst of the two in this division.

Sneff (CC) vs Malak Galthana (FFT)-Coinflip
Mime (FFT) vs Maria Balthasar (On foot, XG)- Oh Onix division, you make my morning silly.
Ornan (S4) vs Dragon Master (OB)-Another one that is a bitch to unlock and still somehow sucks beyond reason.
Koroku (S3) vs Edward Damcyan (FF4)- Edward has status harps, plus in that dungeon you get 3 people he at least absorbs 2-3 hits before hiding.  That's 2-3 hits that Cecil isn't taking!  (Which amounts to like 20 damage to Cecil, but that's more use that Koroku can have.)

Yes, I went 0fer in Middle/Light, but can vote on everything in Onixlike!

Godlike:

Yuri Volte Hyuga (SH1) vs Ryu (BoF3) - Any less respect for BoF3 difficulty - any - and I'd toss this the other way. But Ryu3 just barely feels needed enough to pull this.
Cidolfas Orlandu (FFT) vs Deis (BoF2) - There potentially longer.

Heavy:

Nina (BoF4) vs Shania (SH3) - Coming from someone who effectively used neither on his playthroughs. Shania feels more useful/harder to replace.
X (MMXCM) vs Terra (FF6) - Yep.
Arnaud G. Vasquez (WA4) vs Jerin (Lufia 1) - Subpar Arnaud respect (he's a Heavy, but Jerin's use beats him here to me)
Princess Toadstool (SMRPG) vs Ephraim (FE8) - FE8 is breakable by a stiff breeze. That Eph can do it so handily is a great testament to Eph and earns him this division, buuuut Princess tops him here, I think.

Middle:

moo

Light:

Massimo (MMXCM) vs Junpei Iori (Pers3) - More useful earlygame, equalish lategame (usable but replacable if desired).
Cyan Garamonde (FF6) vs Duran (SD3) - Isn't Cyan.

Onix:- Vote for the worst of the two in this division.

Sneff (CC) vs Malak Galthana (FFT) - Splitpath IIRC.
Ornan (S4) vs Dragon Master (OB) - Has stupid requirements.
Koroku (S3) vs Edward Damcyan (FF4) - ...I've only played FF4o. ... ... at least the DOG STICKS AROUND FOR MORE THAN A DUNGEON.......

Sneff is always available.  You have to do the events leading up to his recruitment, the "getting turned into cats" sequence on the Zelbuss.  I forget if you have to go back and recruit him, but you always CAN.

Godlike:

Yuri Volte Hyuga (SH1) vs Ryu (BoF3) Yuri isn't bad but the other team members are a lot better than people like Garr, Peco and Nina.
Revya (SN) vs Falsetto (ES)
Rolf Landale (PS2) vs Lich (OB)
Cidolfas Orlandu (FFT) vs Deis (BoF2)

Heavy:

Nina (BoF4) vs Shania (SH2) I didn't really need Shania at all to beat SH3.
X (MMXCM) vs Terra (FF6) Eh... I guess.
Arnaud G. Vasquez (WA4) vs Jerin (Lufia 1) Refer to Ryu vs. Yuri.
Princess Toadstool (SMRPG) vs Ephraim (FE8) Don't really get the Eph hype myself.

Middle:

Albert Serdio (LoD) vs Guy Cecil (TotA)
Bowser Koopa (SMRPG) vs Vitali (SN)
Rei (BoF3) vs Arche (ToP) IN DIGU NEE SHON
Aika (SoA) vs Luc (S2)

Light:

Moulder (FE8) vs Gilder (SoA)
Massimo (MMXCM) vs Junpei Iori (Pers3) Doesn't actively cause 60% of the bosses in the game to get extra turns.
Goto (MK2) vs Zhuzhen Liu (SH1)
Cyan Garamonde (FF6) vs Duran (SD3)

Onix:- Vote for the worst of the two in this division.

Sneff (CC) vs Malak Galthana (FFT)
Mime (FFT) vs Maria Balthasar (On foot, XG)
Ornan (S4) vs Dragon Master (OB)
Koroku (S3) vs Edward Damcyan (FF4)

Cidolfas Orlandu (FFT) vs Deis (BoF2)

Heavy:

Princess Toadstool (SMRPG) vs Ephraim (FE8- Group Hug>>>> Sacred Twin. You can beat the game with many other fighters and ignore Ephraim. Toadstool is a nessessity.

Middle:

Albert Serdio (LoD) vs Guy Cecil (TotA)
Rei (BoF3) vs Arche (ToP)

Onix:- Vote for the worst of the two in this division.

Sneff (CC) vs Malak Galthana (FFT)
Mime (FFT) vs Maria Balthasar (On foot, XG)
Koroku (S3) vs Edward Damcyan (FF4)

Godlike:

Yuri Volte Hyuga (SH1) vs Ryu (BoF3) - Easy. Yuri's a beast, but, uh, Ryu3.
Revya (SN) vs Falsetto (ES)
Rolf Landale (PS2) vs Lich (OB) - Lich is stronger, no doubt. But OB is perfectly beatable without a Lich. I don't even want to THINK about PS2 without Rolf. I just don't. Since this is "In Game Use" and not "Who's More Broken", I'm voting this way.
Cidolfas Orlandu (FFT) vs Deis (BoF2) - Yeah, around longer does the trick.

Heavy:

Nina (BoF4) vs Shania (SH3) - Tough one. There are some brutal Heavies in this feild.
X (MMXCM) vs Terra (FF6) - Hmm. Not as close as above, but X makes a decent stab at it at least.
Arnaud G. Vasquez (WA4) vs Jerin (Lufia 1) - This one could flip depending on how I feel at any given moment. Coinflip says Arnaud today.
Princess Toadstool (SMRPG) vs Ephraim (FE8) - See Elf, really. Eph dominates start to finish. Toadstool finishes stronger, but that's not enough here.

Middle:

Albert Serdio (LoD) vs Guy Cecil (TotA) - Just kinda gutchecking the entirety of Middle.
Bowser Koopa (SMRPG) vs Vitali (SN)
Rei (BoF3) vs Arche (ToP)
Aika (SoA) vs Luc (S2)

Light:

Moulder (FE8) vs Gilder (SoA) - Clearly the worst of the 4th slot characters vs an FE healer. Sure, he's a subpar healer, but hey he's more likely to be useful then Gilder is.
Massimo (MMXCM) vs Junpei Iori (Pers3) - Ehhhh, I'd kneejerk Junpei if you could contol him. The potential for the P3 AI, while normally quite good, to be stupid at a vital moment tilts this to Massimo.
Goto (MK2) vs Zhuzhen Liu (SH1)
Cyan Garamonde (FF6) vs Duran (SD3) - This is no contest.

Onix:- Vote for the worst of the two in this division.

Sneff (CC) vs Malak Galthana (FFT) - Only so bad an FFT character can be, what with the job system and all. Sneff is bad by CC standards. That's impressive.
Mime (FFT) vs Maria Balthasar (On foot, XG) - Well, okay. Only so bad MOST FFT characters can be. LFT Mime, of course, belongs much higher.
Ornan (S4) vs Dragon Master (OB) - Uh. Yeah. At least Ornan doesn't take any real effort to get or something. That Dragon Master you spent so much time getting COULD have been something useful instead! But no, you made it a Dragon Master. And now it sucks rocks. That's the real kick in the nuts, there.
Koroku (S3) vs Edward Damcyan (FF4) - Meh, Edward's not around for long, and the short time he is isn't hard anyway.

Godlike:

Yuri Volte Hyuga (SH1) vs Ryu (BoF3): In Asia, Yuri's merely "Game Best PC", he eventually becomes "Overpowered" in Asia when he gets Ifrit.  Ryu3? Dragons are overpowered from the get go, and while he can't transform at will for most of the game, human form is still probably best PC in the game due to High Defense, Good Physical, and Healing....not to mention stats to run just about ANY skill like Shadowwalk.
Revya (SN) vs Falsetto (ES): Can't vote...on either, heh.
Rolf Landale (PS2) vs Lich (OB): Feels like Rolf vs. Sage again; Lich is better than Rolf when you finally get one, but availability kicks in and really favors Rolf heavily.  That and Lich isn't quite as necessary as the FF3 Sage (who you rely on for healing.)
Cidolfas Orlandu (FFT) vs Deis (BoF2): Yeah, Deis is available much earlier than Orlandu, and she's overleveled then to boot, giving her a good stat and HP edge combined with the awesome skill set (which includes freakish things like Attack Up)

Heavy:

Nina (BoF4) vs Shania (SH2): Shania is useless in SH2 on grounds that she's not even in the game!
...but assuming that's a typo, Nina4 is overpowered among lots of overpoweredness, Shania felt like a strong PC, but never really had quite the oomph until late.  The ST damage thing with Nina isn't as big a deal if you give her stuff like FLame Pillar, and that makes her one of your best damage dealers against, say, the pups.
X (MMXCM) vs Terra (FF6): Both are about equal when they start hitting their prime.  Terra hits hers much earlier though, as Twink Charge Shot kicks in later than Terra learning stronger spells.  Also, Terra's better before their prime to boot; X really feels subpar outside of Boss Fighting before Twink Charge Shot, Terra's at least got adequate offense, which is MT to boot (especially with all those Fire Weaks early game), and is your only healer on top of that.
Arnaud G. Vasquez (WA4) vs Jerin (Lufia 1): Would-Be-MVP-If-Not-For-Raquel vs. someone who really didn't stand out that much.  Seriously, Magic Damage in L1 isn't high enough to care about it being MT, and there are other healers in the game; Mirror was the only thing I really cared about from here.
Princess Toadstool (SMRPG) vs Ephraim (FE8): Manages to stand out despite the ridiculously sized cast as being pretty uber, and is only "weak" in the aftergame due to caps.  Toadstool is a pure-damageless healer early on.

Middle:

Albert Serdio (LoD) vs Guy Cecil (TotA): Tales Swordsmen are cool, but Guy isn't special for them; Albert has Gust of Wind Dance and Rose Storm meanwhile.
Bowser Koopa (SMRPG) vs Vitali (SN): Can't vote.
Rei (BoF3) vs Arche (ToP): In the end, Rei's gimmick can be stolen by things like effective usage of Master's, and what not, Arche compliments Klaus, meanwhile, rather than being replaced/replaces him.
Aika (SoA) vs Luc (S2): Suikoden 2 Mage really good at what he did vs. someone whose only real gimmick was one move that only came in handy against bosses and a stretch of randoms.

Light:

Moulder (FE8) vs Gilder (SoA): Moulder is your only healer...then you get another and stop using him.  Gilder at least has Gunslinger and good HP the entire game.
Massimo (MMXCM) vs Junpei Iori (Pers3): Can't vote.
Goto (MK2) vs Zhuzhen Liu (SH1): Can't vote.
Cyan Garamonde (FF6) vs Duran (SD3): Cyan does NOT stand out early game; he's "Just another guy with OHKO to random damage", something everyone but Locke has, and he doesn't stand out at it (Gau has lots of stuff, Edgar has MT damage and Confusion, Sabin has MORE damage than Cyan, Terra/Celes have Healing.)  After that...more or less see Elfboy, with less Umaro respect.  Duran can do Healing, has HP, Sabers, and is the Single Best Character for Aura Wave (More Strength than Lise/Hawk, lacks Throw Techs that Kevin has, which are forced ST, also does more considerably more damage during the day.)  Its not much but puts him above Cyan.

Onix:- Vote for the worst of the two in this division.

Sneff (CC) vs Malak Galthana (FFT): Sneff is available earlier, and is easier to force adequacy out of than Malak, since CC doesn't penalize joining late like FFT does.
Mime (FFT) vs Maria Balthasar (On foot, XG): Not Mime is generally an auto loss when comparing Fail Values (which is to say, "You fail less")
Ornan (S4) vs Dragon Master (OB): Ornan is at least available almost immediately, and could almost pull off decently if you were lucky and he kept being woken up or something!  Dragon Master has the usual "Raise Shitty Class the entire game, get rare item, raise shitty class more, finally get class that's struggling to be average!" problems.
Koroku (S3) vs Edward Damcyan (FF4): Edward's status harps actually did stuff, at least, and while bad at it, he was still another Warm Body to divert hits away from Rydia (Cecil doesn't need hits diverted away from meanwhile, but lacks cover.)  Koroku is like game worst PC in a cast of 70~, BUT HE CAN GET YOU 4 OTHER PCS!!! ...who are equally worthless and don't even count towards getting stars.  Huzzah!
