Irving Valeria vs. Mr. Burns: Pretty sure I like Irving better as a character, but I can't vote against that picture.
The Joker vs. M. Bison: Joker is pretty awesome.

Judge Doom vs. Lord Voldemort: Has a nose.

Team Rocket vs. Bowser: Bowser's best appearances top Team Rocket, but the latter is more consistently good.
Cobra Commander vs. Psy-Crow: Crow! Winner is so dead next round though.

Dr. Frankenfurter vs. Lucas: He's not much of a villain, but still awesome.
Mephiles vs. Simon Cowell: I haven't watched/played either, but I'm far more familiar with Simon.

Henchmen: Dee Jay > Harley.
Goons: Bison's elite guard's stylish uniforms > Joker's clown thugs.
Quotes: For me it was a Tuesday/This is delicious/YESH YESH/I killed my father too and you don't here me whining about it > Why so serious?
Gamewise: Street fighter > Everything the joker has starred in.
Clothes: Draw. Both have massive style.
Moves: Bisons moves are all delicious. Jokers tend to be quite standard really.

The Joker vs. M. Bison - The Joker has style, but Bison has AWESME. What decides it? Movie!Bison is Raul fucking Julia. (Idly, though, Rozalia? Bison's guards have stylish uniforms? Really?

Gig vs. Odio - Solely for Villain Mafia.
Judge Doom vs. Lord Voldemort - Solely for My Immortal appearance.

Team Rocket vs. Bowser - Finals quality match right here. Team Rocket are consistently awesome, while Bowser kinda fails it up in Galaxy, at least. Also: "Why didn't we just do this from the beginning?" "Because we have to fill a full 30 minutes!"
Cobra Commander vs. Psy-Crow - More puppy votes, etc, etc.

Dr. Frankenfurter vs. Lucas - Not even close.
Mephiles vs. Simon Cowell - More widespread villainy. Creating Pop Idol/spin-offs in several countries is more evil than even the best of Sonic villains. (Not more awesome, but... Mephiles and awesome? ahaha no.)

Irving Valeria vs. Mr. Burns- Hmm.  I think Mr. Burns loses just because, from time to time, he's less MAGNIFICENT bastard and more just loser.  Irving never has that problem.
