Checking Bulbapedia...  okay, yes, Bibarel gets Water Gun.  Unfortunately he's also hopeless as a mage with a terrible Special Attack stat, so I'm not sure Water Gun is any better than beatdown here despite it being buffed vs. Filo and the beatdown debuffed.  Bibarrel's still got decent HP but suspecting his offense just sucks too much in this fight to matter.

The Sentinel game off of Snow's stats might be enough to get him to Low Heavy? He just tanks too well for a lot of Middle (except for that whole status problem, but that applies to a lot of Heavies, too).
