Andrew is clearly not a Gym Leader, however, with that kind of type coverage.  Rather he is some up-and-coming 10-year old trainer out to catch 'em all, or at least catch all the Eevees.

I thought competitive Pokemon got to pick two stats they were both good at, rather than a strength / flaw?

You're thinking of two different things.  +Atk/-Def is indicating what nature he's giving the Flareon (Lonely, but I had to look that up, hence this is a more useful format and I'm glad most everyone used it), not its EV distribution.

No EVs listed, either. 'Course, I'm not one to berate EV mistakes, what with Kingler and all. For now I'm going to arbitrarily assume that each Eeveelution has EVs in Nature-Boosted-Stat and... I guess Speed for the ones that carry four attacks, HP for Umbreon, Def for Vaporeon. (Pretty sure those work out to be their best one-stat defensive choices in a vacuum.)

So. Good news: no Jolteon. Bad news: yes Leafeon, yes Specs Grass Knot Espeon. I definitely want Rain Dance up before I get serious with those two. Also, Vaporeon's Water Absorb seriously cuts into my team's offense, although its own damage against me is pretty shaky too. (I think Surf will usually deal more damage to Andrew's team than to mine.)

It's probably best for me to lead off with Selfdestruct/Protect, because good chances to explode your slow yet alarmingly fragile whale don't come every day. Confuse Ray can delay the blast (and thus make Protect unreliable), but Umbreon and Vaporeon don't have enough offense to stop it, and I think the rest of the team doesn't want to risk eating a Selfdestruct on the way in. After the 2v2 damage penalty, Selfdestruct takes Vaporeon down to about 20% (with a Wish pending, I'd assume) and Umbreon to about 50%. At that point, figuring Protect hasn't failed me... I guess it's probably best to bring in Kingler, drop Waterfall and X-Scissor on Umbreon before it can Rest, and then set up Rain Dance ASAP so Kingdra in its full glory can emerge after the next KO I take. Sacrificing Slowking to get that rain out, if necessary; it isn't much of a sweeper. Vaporeon is surely the last enemy standing and will be a pain to deal with, but even if I can't scrape up the damage to outrace its Wishes, there's always Guillotine.

Kneejerking towards Team Malcolm. Open with Rain Dance/Protect (which should get past any Confuse Ray shenanigans), then proceed to blitz with Seaking. Megahorn takes care of all the problem Pokemon that Andy has, and Wailord can support with Waterfall if needed (or blowing up at a suitable moment). The sheer lack of speed on Andy's team is hugely problematic, especially when facing the Swift Swimmers.
