Outrage locks the user into the move for either 2 or 3 turns at random, after which the user becomes confused. If Outrage's duration is disrupted by full paralysis or the user hurting itself due to confusion, it ends immediately and the user is not confused; however, Sleep, Freeze, partial trapping and flinching pause but do not disrupt Outrage's duration. Dragonbreath has a 30% chance to paralyze its target, Twister has a 20% chance to flinch its target, and Waterfall has no secondary effect in GSC. Dragonite's stats are HP 166, Atk 154, Def 115, Spd 100, SpA 120, SpD 120 (taken from the RBY topic, with Special split out for GSC).
** Nommed in Middle based on the fact that against in-game averages, her paralysis' success rate is actually closer to 60%, not 100%. If it were 100% she'd be an easy Heavy.
*** This is RBY Pidgeot with Sky Attack replacing Agility. Sky Attack's not normally DL legal for Pidgeot, being taught by TM; YMMV, and I'll replace this nom with something else if it's too controversial. Anyway, Sky Attack on Pidgeot's DL stats is 52 damage average after taking the charge turn into account (see Moltres' RBY entry for details).
EDIT: Addressing it here for everyone's perusal just in case, why I slotted WotL Balthier in Heavy and not Godlike, since SnowFire asked about it on IRC. It's a fair question. First and foremost, Meeple has him pegged as a high heavy in the stat topic, to the point of explicitly saying he "falls short of Godlike."
But, I went ahead and looked up the numbers. Taken against the FFTPSX averages which don't include him, Balthier:
- Packs what is probably turn 2 Don't Move/Don't Act (63%) and turn 2 Charm on non-males only (67%)
- Has a base chance varying between 53% and 63% to steal various equipment pieces from his opponent, reduced by evade, so probably turn 3 at best
- With what is probably his best gear in the DL for general use (Ras Algethi/Crystal Shield/Thief Hat/Mirage Vest/Germinas Boots), hits for 0.636 PCHP with Barrage. This setup gives him equivalent speed to Orlandu and is pretty unarguably DL legal for him. He hs a setup that does significantly more raw damage, employing Rune Blade, Power Sleeve and Twist Headband, but he gives up 94 HP and 3 points of Speed to achieve this setup, which produces Barrages that hit for 0.866 PCHP instead. I'm not convinced that this is a winning trade.
- In short, he has comparable speed to (heavy-armored) Orlandu, but significantly worse everything else (Orlandu's damage in the heavy armor setup is 0.804 PCHP; with the Power Sleeve/Twist Headband, 1.034 PCHP. Note, though, that Orlandu's durability in power sleeve + twist headband is only marginally worse than Balthier's in Mirage Vest/Thief Hat - if Balthier runs the Power Sleeve/Twist Headband, he gets very slightly better damage than heavy armor Orlandu without the ITE 100% equipment breaks or the draining, but he actually ends up with worse HP than Rafa, who is gameworst in the PSX topic. If he's running thief hat and mirage vest, his HP more or less matches Worker 8's, i.e. 107.4%.
I dunno about you, but turn 2 crippling status + 2HKO damage with no other gimmicks off above average speed but more or less average durability screams heavy (if high heavy) to me. If he's a godlike, he's a hell of a scrub there.
As for the question of ranked/not ranked, it's certainly a judgment call. I don't see any strong reason that people who've only played the PSX version can't interpret him though; it's not like any of the relevant core FFT mechanics changed between the versions, so all you need to know is that the two odd gear pieces he has (Ras Algethi and Mirage Vest) are legal by being initial equips for him (and their stats are in the thread), and Barrage does 4 hits at 50% damage. Nothing especially fancy. Just my $0.02.
Also, it's the most easily used rankable Balthier we have (FF12:RW is swimming in interp issues).
