The guy is putting together a really shitty argument to improve their metrics. I am all for measuring based on Satisfaction rather than average time taken. Measuring by time in queue pushes people to make decisions based more on time in queue than taking into account actual context.

The ultimate outcome to this would be greater flexibility for VA to be able to flex how they address things and get to life threatening situations sooner. Focusing just on wait times pushes you to work first in, first out with less care for the effected people.

But holy fuck is he terrible at communicating that.

I'm with Grefter on this one. The VA could instantly end all wait times via this weird trick: discharge everyone who shows up on the spot without treatment. If we have Congresscritters harping on one metric exclusively, that's what will be optimized for, and it's the wrong one.

That said, I'm not sure the *quality* of VA care is all that great, and regardless, I'd say that "satisfaction" is also the wrong metric (new strategy: give all patients copious amounts of drugs, issue them survey immediately afterward). What we want are "healthy outcomes", whatever that means, and also "keep within budget".

I think Satisfaction is a decent vector to at least measure. You can do a lot of drastic but cheap and effective treatments that are cheaper than rehabilitation

not strictly VA related, but conversations with my immediate family who all work in hospitals have impressed upon me how absolutely stupid the metric of patient satisfaction is

don't you know how obnoxious and ornery people are when they think they're always right even when talking about things they have no bloody clue about? yeah that only gets worse when you're prescribing medication and treating illness

I agree that measuring quality of care based solely on wait times is a bad idea but measuring based on patient satisfaction is worse, or at least as bad.

Sole measure of success it is terrible. As a soft weighted (10%?) where you set realistic targets it is pretty much just one more point of data.

I do work in IT. I know that user experience/usability is the first thing that dies on the altar of cost and delivery timelines and is the first thing that kills actual user take up of tools developed for them.

Edit - That is just my experience in one corporate IT landscape.
