I'm with Grefter on this one. The VA could instantly end all wait times via this weird trick: discharge everyone who shows up on the spot without treatment. If we have Congresscritters harping on one metric exclusively, that's what will be optimized for, and it's the wrong one.
That said, I'm not sure the *quality* of VA care is all that great, and regardless, I'd say that "satisfaction" is also the wrong metric (new strategy: give all patients copious amounts of drugs, issue them survey immediately afterward). What we want are "healthy outcomes", whatever that means, and also "keep within budget".
