(no, Ho-oh is not among the same group. Ho-oh is placed with the 3 Gerbils, given it has actual plot alongside them. Lugia was kind of made associated with the Birds by default. This was further strengthened in Movie 2 where its about the legendary birds *AND* I think its when Lugia first got introduced, game and anime wise, IIRC. Furthermore, Ho-oh is placed in Pokemon Coliseum alongside the 3 Gerbils, and Lugia is placed in XD, where the 3 Birds appear as well. Hence why we only need Lugia <_<)

(...yeah, you may ignore the random POKEMON PLOT!!! talk or something.)

Edit: (For those who care, the Regis have their leader in Regigigas, obviously. I think common belief is that the Fairies of Gen 4 are subordinates of Arceus, but that's more just an assumption)
