One could assume that with all the Materia the Materia Kaiser carries, it would be horribly overkilled by Emerald Weapon's Aire Tam Storm. They'd be correct.
Emerald never made it to the battlefield, though. Apparently all that time spent underwater finally made it malfunction. Pretty sad, really.
Thus, it started as an epic duel between the Materia Kaiser and Ruby Weapon. It consumed most of Materia Kaiser's resources (as well as made all the spectators fall asleep from the nearly endless mimed summon spells), but in the end, the red giant fell.
Meanwhile, Ultimate Weapon had flown off somewhere in boredom. Only Diamond, the weakest of the weapons remained now. It...could have been an easy victory for Kaiser.
However, when you base your technology on something that fails as much as Proud Clod, something simply has to go wrong.
In this case, the Kaiser correctly identified the enemy's only source of damage as magical, so it decided to use the new, improved Materia-Jammer.
This could have worked if Diamond's magical attacks were derived from Materia. Or, you know, if the Materia Kaiser didn't completely rely on it.
As is, the real Defender of Earth saves the day yet again with his mighty magic stomp, and blows up the Shinra HQ for no real reason before returning to the sea.
So what's the final result of all this? Well, the weapons succeeded in their attack, and Rufus doesn't really care, he was going to raise taxes in the Midgar area by 120% to cover the expenses anyway. Just a normal day in the FF7 world with above average explosions.

Giant robots once again clashed over Midgar. A mighty colossus made of Materia with Gatling-gun kneecaps versus four harbingers of Gaia's displeasure. Emerald WEAPON took the lead, separating into two pieces and firing lightning all over as it went into Aire Tam Storm mode. Which deals damage based on the enemy's materia...
The resulting nuclear holocaust obliterated the entire continent, and dealt enough damage to scrap the Materia Kaiser in one shot. In the apocalyptic afterglow, a Phoenix arose, warming the cockles of Ruby's heart. It responded by whacking the newly arisen, very-low-on-hit-points Kaiser with a Ruby Laser, causing it to come apart again. And the Phoenix rose again. Shadow Flare. Phoenix. Aire Tam Storm. (Oops, there went Wutai!) Phoenix. Ultima. Phoenix. Aire Tam Storm. (And there goes the Northern Crater...) Unfortunately, Phoenix could only go off five times, and Materia Kaiser was down for good this time. However, it *did* effectively stop the rampaging WEAPONS, as all the holes getting blown in the Planet summoned Lifestream to deal with the problem. Cold comfort to Rufus, Sarlet, and the rest of Shinra, slain in the first cataclysm.

Materia Kaiser can cast KotR all he wants, but only two of the WEAPONs are weak enough to care. That said, the Materia Kaiser is destined to fail because it is modeled after Proud Clod and thus piloted by none other than Heidegger.

By all accounts, their monstrous machine should have done the job. After all, with the ability to heal, an immense amount of HP, the damage dealing abilities of a titan, and the like, what force could stand in the machine's way? Unfortunately, ShinRa forgot to consider three vitally important factors when preparing for the WEAPON assault.
1) Aire.
2) Tam.
3) Storm.
Sometimes, even a coded-in damage limit isn't strong enough.

The Materia Kaiser is a tremendous, magnificent, and obscenely expensive bit of target practice for Emerald, which reduces it to scrap metal with a single use of Aire Tam Storm.

Everyone knows that most most mind blowing technology is never any match for even one monster who hasn't had any exercise in over a million years. And besides that both opponents would fall before a redicluously huge sword. Now where could we find one of those I wonder?

To state that the WEAPONS are vicious is an understatement. While Diamond and Ultima, sadly, were not quite up to par with their stronger brethren, Ruby and Emerald, they were indeed quite powerful. In fact, only the great and powerful AVALANCHE, saviors of the world, had ever beaten any of them, and Diamond had once blasted Rufus into little more than a dustpile. So why worry? The WEAPONS thought they could wipe this tincan out in seconds.
However...
They completely forgot about two things: Final Attack and Mime.
See, while Materia Kaiser has only one slot for each ability, he has them at their mastered levels. More importantly, Shinra was very, very intelligent in the way it designed the creature's Materia slots- Final Attack was junctioned to Pheonix, and Knights of the Round was junctioned to...
Quadra Magic.
Because it had no MP limitations to hold it back, Materia Kaiser was able to utilize a devastating, four Knights of the Round summons in a row. That this attack came with no pause inbetween to heal, took a little over a half hour to finish, and did so much damage that the normal numbers that were popping up were replaced with the infinity symbol, was merely icing on the cake. Ultima and Diamond died instantly, leaving only Emerald and Ruby in any sort of condition to fight.
Emerald shook its great form and unleashed its ultimate- Aire Tam Storm. Surely an attack that deal damage based on the amount of Materia you are holding would totally wipe out a being like Materia Kaiser, right?
It did- in fact, it did so much damage that it actually broke the damage limit barrier the world over (resulting in Cloud being very surprised when he did 9999999 damage to a Goblin in a random battle, several miles away) and resulted in a very fried, extremely cooked Materia Kaiser. The problem?
Kaiser had Final Attack. And with it, summoned Pheonix- and died.
Collapsing in a heap only to suddenly rise back up again as Phenoix's flames of rebirth healed it's horrendous wounds, Materia Kaiser finished healing itself with a Cure3 and grinned at its foes. Ruby, shaken, threw his claws in the ground, hoping to distract him.
Materia Kaiser only noticed the claws when they attacked him. He countered them with a mastered Double-Cut materia, which did good damage, then did the real attack- a second KOTR.
See, he'd mastered it. And mastering means more summons.
More summons means that Kefka made damn good money on his best that Materia Kaiser would win.

Wherever there are giant robots, wherever science has exceeded common sense, wherever there is opportunity to annoy planetary populations, there will be one Vector engineer. Yes, indeed, the advancements seen in the almighty Materia Kaiser were enough to attract the perpetual ditz, Shion Uzuki, who promptly appeared, destroyed the WEAPONs (and a good chunk of Midgar) with her own signature giant robot, and waltzed back to Second Miltia, new holocaust-grade mechanical wonder in tow.
Who wins the bonus? Well, it's hard to say really. To be sure, the WEAPONs were wiped off the face of the Planet. But on the other hand, the losses suffered by Shinra were astronomical; nearly 10 years budget had gone into the construction of Materia Kaiser, and with it so callously stolen by an organization more powerful than themselves, not to mention the need to rebuild Midgar yet again, they were hardly in position to be called winners either.
Of course, the real losers are the whole of galactic civilization. I mean, really, can any good come from Shion wielding that thing? God help us all.

The WEAPONs. Some of the most powerful beasts in the history of everything, possessing the power to smash pretty much anything.
Materia Kaiser. Possesses the power of the broken materias that just happen to be the most effective way to defeat the WEAPONs.
Rufus Shinra grinned confidently as the WEAPONs fell, one after the other, to the might of Materia Kaiser. As the last of the beasts fell, he then turned his gaze to the rest of the planet layed out before him. Things were certainly looking up for Shinra Corporation.
