Kefka is FAST. He doesn't seem it, because of the FF6 ATB system which makes it almost imposssible for one character to lap another, but he is. And Havoc Wing hurts.

really didn't see Kefka outspeed the FF VI PCs, even after waiting for the post-Fallen One lag. Without any Speed bonuses, Kefka was just as fast as my party, but definitely not faster. Still, it's only a matter of outlasting Fujin with constant Havoc Wings, which he can do with ease.

While Neither Sai nor Fallen Angel will come into play, Kefka has more damaging attacks than Fuijin does, IIRC.

Subscribing to the logic that Hp-1 is something ignored only by final bosses, or those with enough plot power to be a final boss, Fujin falls to Fallen One.

Not much of a contest here, really. Besides Havoc Wing, Kefka also has Ultima. 'Nuff said.

Ultima. Goner. It's not really that lopsided, as Kefka's HP is low for his position, but he's got the power.
