Anise may have her Tokunaga to make her relatively the same size as Blastoise on the battlefield but she's missing one major component: Magics that are Super Effective against Blastoise.
She's got Earth, Dark, Fighting, and Wind (Flying) type moves, but no Grass or Thunder. Without that, she's got no advantage over Blastoise.
Blastoise, on the other hand, has multiple advantages: Aqua Ring to heal itself, Hydro Cannon to attack, Mirror Coat to throw back Anise's spells back at her, and Protect to shield itself from her Mystic Artes.
