It's often difficult to postulate any effective argument against a crowd favorite. Tenfold so when the favorite has spawned death cults of obssessive women and men-who-wish-they-were-women in his wake. Hell, there are Jenova's Witness shirts out there...
But my money is on Lamington.
Assuming an equivalence between the universes exists, Sephiroth would be a genetically-improved catalyst for magic energy, bolstered by a unique weapon and the best training Shinra could offer. Oh, and Hojo's madness helps, of course.
But Lamington is the steward of an entire dimension. Sure, he has a painfully rigid view of things, but if Midgar is a single planet in the netherverse, the ArchAngel in Disgaea is a force that can only be defeated (canonically) by the lineage of an Overlord. Sephiroth,while born of Jenova's cells, is merely an overpowered Magic Knight in Disgaea terms.
And in those terms, regardless of what sort of stats one wants to pull out, Nippon Ichi's madness will prevail numerically.
Now, if one wants to see a true upset, say Baal crashes the party while wearing a Cockatrice guise? Eh? Any takers?...
